Penalty on justices how to be recovered.

34. And . . . that . . . . . . . . . . every justice offending in any particulars aforesaid shall forfeit the sum of twenty pounds, to be recovered by civil bill in the court of proper jurisdiction. [Rep. 35 & 36 Vict. c. 97. (S.L.R.)]
