Provision in case of a dissolution.

4. Provided always, that in case of any dissolution of Parliament the speaker of the House of Commons at the time of such dissolution shall for the purposes of this Act be deemed to be the speaker of the House of Commons until a speaker shall be chosen by the new Parliament.
