Subscribers to memorial to be deemed the promoters, &c.

4. The persons whose names shall be subscribed to such memorial shall be deemed to be the promoters; and it shall be lawful for the Board of Trade to require and take security from the promotors for the payment of all costs, charges, and expenses necessarily incurred by the said Board of Trade in relation to any such provisional order; and such costs shall be a debt due to Her Majesty from the promoters, and be recoverable by action in any court of law of competent jurisdiction.
