74.—(1) In the Irish Education Act, 1892, the expression “baronial council” shall mean rural district council, and the expression “local rate” shall mean the rate out of which the expenses of the execution of this Act by a county or district council, as the case may be, are defrayed.

In the application of the Technical Instruction Acts, 1889 and 1891, to the council of a county other than a county borough the expression “local rate” shall mean the poor rate, and the expenses of a county council under those Acts shall be county at large or district charges according as that council direct.
