STATUTORY RULES AND ORDERS, 1924. No. 6.

REGISTRATION EXPENSES ORDER, 1924.

ORDER by the Minister for Finance, dated the 21st February, 1924, prescribing a Scale of Registration Expenses.

In pursuance of the powers conferred on me in that behalf by Section 12 (3) of the Electoral Act, 1923 (hereinafter referred to as "The Act"), I, EARNAN DE BLAGHD, Minister for Finance, hereby frame the following Scale of Registration Expenses:—

1. Administrative Counties and County Boroughs:—

(a) Remuneration and expenses of persons acting as Collectors of Poor Rate:

(1) In Urban Districts and County Boroughs—

For every 10 Electors or fraction greater than 5.. .. .. .. ..

1s. 6d.

(2) In Rural Districts—

For every 10 Electors or fraction greater than 5 .. .. .. .. ..

1s. 9d.

(b) Remuneration and expenses of Secretaries of County Councils and Clerks of Urban District Councils:

For every 100 Electors or fraction greater than 50

20s. 0d.

(c) Expenses of Registration Officers:

A sum less by ten per cent. than the sum ascertained under the following scale, the number of electors where the same person acts as Registration Officer for both an Administrative County and for a County Borough being determined with reference to the whole area for which the Registration Officer acts:—

For the first 25,000 Electors in the Registration Area:

For every 100 Electors or fraction greater than 50

16s. 8d.

For each additional 100 Electors over 25,000 up to and including 50,000 Electors or fraction greater than 50 .. .. .. .. ..

12s. 6d

For each 100 additional Electors exceeding 50,000 or fraction greater than 50 .. .. ..

8s. 4d.

Provided that there shall be paid out of such expenses to the Town Clerk of a County Borough, where such Clerk shall have been appointed to perform and shall have performed the duties of Deputy Registration Officer for the purposes of Rules 6 and 8 and 9 to 14 in the First Schedule to the Electoral Act, 1923 , of remuneration and expenses as follows:—

(1) Remuneration:

Where the number of electors does not exceed 25,000 .. .. .. .. .. ..

For each additional 1,000 Electors in excess of 25,000 or fraction greater than 500 .. ..

(2) Expenses:

For the first 25,000 Electors—

For every 100 or fraction greater than 50 ..

4s. 2d.

For each 100 Electors in excess of 25,000 or fraction greater than 50 .. .. ..

2s. 1d.

Provided also that where in consequence of the necessary appointment of a Deputy Registration Officer, other than in pursuance of Rule 15 in the First Schedule to the Electoral Act, 1923 , at an inclusive rate of remuneration and expenses not exceeding £3 3s. 0d. per day, and where such necessity did not arise out of the incapacity or absence of the Registration Officer, the amount of the out-of-pocket expenditure exceeds the maximum amount determined by or in accordance with this Scale, then and in such a case the maximum amount of the registration expenses shall be the actual vouched out-of-pocket expenditure of the Registration Officer, not exceeding the maximum amount determined as aforesaid, plus a sum not exceeding £3 3s. 0d. per day for every day on which such Deputy Registration Officer shall have necessarily acted.

Provided further that where the same person acts as Registration Officer both for an Administrative County and for a County Borough, the expenses of such Registration Officer under this scale shall be divided between the Administrative County and the County Borough in proportion to the number of electors in each area.

2. Remuneration and expenses of a Superintendent Registrar of Births and Deaths, or Clerk of the Union, so far as respects lists or information supplied by him on the requisition of the Registration Officer:

For every name on every list supplied on the requisition of the Registration Officer.. .. ..

Definitions.

In these scales the expression "elector" means a person whose name appears on the completed Register, and in respect of whose name all the appropriate duties of the officer concerned have been performed.

The expression "remuneration" means payment for the whole of the services which the officer concerned is liable to be required to perform and has performed in pursuance of the Act.

The expression "expenses" means expenses of all kinds except the expense of the printing of the lists and Register incurred in the execution of any duty under the Act.

The expression "Clerks of Urban District Councils" in Article 1 (b) of these scales includes Town Clerks who perform the duties under the Act of the officers in that Article named in respect of those duties.
