In pursuance of the powers conferred upon him by sub-section (2) of Section 443 of the Merchant Shipping Act, 1894 (57 & 58 Vict., c. 60), and of all other powers enabling him in that behalf, the Minister for Industry and Commerce hereby makes the following Regulations:— 1. These Regulations shall come into force on the 1st day of January, 1931, and shall be read and construed as one with the Regulations relating to Load-line made on the 12th day of January, 1899 (hereinafter referred to as the Regulations of 1899**S.R. ), and which with the Regulations hereby made may be cited as the Load-line Regulations, 1899 and 1930. 2. Regulation 13 of the Regulations of 1899 is hereby revoked and the following Regulations are substituted therefor:— | ||||||||||||||||||||||||||||||||||||||
"13. The Master of every ship registered in the Irish Free State shall, before she leaves any dock, wharf, place or harbour for the purpose of proceeding to sea, make the following entries in the Official Log. | ||||||||||||||||||||||||||||||||||||||
"(i) If not previously entered, all the particulars stated in the certificate of approval issued pursuant to these Regulations together with the draught of water of the ship as shown on the scale of feet on her stem and stern post when the ship is so loaded that the upper edge of each line marked `S' pursuant to Regulation 3 is on the surface of the water and the ship is upright on an even keel. | ||||||||||||||||||||||||||||||||||||||
"(ii) The actual draught of water of the ship as shown on the scale of feet on her stem and stern post when the ship is loaded and ready to leave the said dock, wharf, place or harbour together with the actual freeboard amidships (as hereinafter defined) on the port and starboard sides of the ship and the mean freeboard. | ||||||||||||||||||||||||||||||||||||||
"(iii) The density of the water in which the ship was lying when loaded and ready to leave as aforesaid. | ||||||||||||||||||||||||||||||||||||||
"13A. The Master of every ship registered in the Irish Free State, except a home-trade ship, shall before leaving as aforesaid in addition enter in the Official Log. | ||||||||||||||||||||||||||||||||||||||
"(i) The allowances, if any, to be made in order to arrive at the mean freeboard amidships, when the ship first reaches salt water after leaving the said dock, wharf, place or harbour. These allowances may be in respect of— | ||||||||||||||||||||||||||||||||||||||
"(a) the density of the water in which the ship was lying when loaded; | ||||||||||||||||||||||||||||||||||||||
"(b) any ashes and rubbish which it is intended to throw overboard; | ||||||||||||||||||||||||||||||||||||||
"(c) fuel that would normally be consumed before the ship reaches salt water. | ||||||||||||||||||||||||||||||||||||||
"(ii) The mean draught of water and the mean freeboard amidships of the ship in salt water as calculated after making the appropriate allowances. | ||||||||||||||||||||||||||||||||||||||
"(iii) The date and time of posting the Notice required by Regulation 13B. | ||||||||||||||||||||||||||||||||||||||
"13B. The Master except in the case of a home-trade ship shall before the ship leaves such dock, wharf, place or harbour as aforesaid put up in some conspicuous place on board the ship so as to be legible to all members of the crew a notice giving the particulars required in the form set out in the Schedule hereto. The notice shall be signed by the Master and the First Mate and shall be kept so put up and legible until after the ship arrives at any other dock, wharf, place or harbour. | ||||||||||||||||||||||||||||||||||||||
"13C. For the purpose of these Regulations, Freeboard means the height of the side of the ship amidships in feet and inches from the water to the top of the deck line required to be marked on the ship's side pursuant to the Merchant Shipping Act, 1894, and referred to in the Load-line certificate of approval issued pursuant to Regulation 11." | ||||||||||||||||||||||||||||||||||||||

NOTE.—The freeboard is to be measured from the top of the deck line referred to in the Load-line certificate amidships to the water. The actual freeboard (at the time of leaving) must be shown, but corrections must be made, where necessary, for density of water, for ashes and rubbish, and for fuel consumed on any stretch of river or inland water. These corrections must be shown in the ship's Official Log Book. | ||||||||||||||||||||||||||||||||||||||
