26/06/1930: Censorship Of Films (No. 1) Order, 1930.


WHEREAS by Section 12, Sub-section (1) of the Censorship of Films Act, 1923 (No. 23 of 1923), it is enacted that the Minister for Home Affairs may by order, from time to time, make, and when made vary and revoke regulations for carrying into effect the objects of that Act, and in particular for regulating the conduct of the office of the Official Censor, the making of applications to him, the granting of certificates by him, and the bringing of appeals to the Appeal Board.

AND WHEREAS by the Censorship of Films (No. 1) Order, 1925, dated the 13th August, 1925, made in pursuance of the said Section and Sub-section a form of application to the Official Censor for censorship was so prescribed.

AND WHEREAS in view of the Censorship of Films (Amendment) Act, 1930 (No. 13 of 1930), it has been deemed advisable to alter the procedure for the making of applications to the Official Censor for the censorship of pictures accompanied by vocal or other sounds produced by mechanical means in synchronization with the optical effect constituting such picture (hereinafter referred to as sound films).

NOW, I, JAMES FITZGERALD-KENNEY, MINISTER FOR JUSTICE, being the Minister exercising under the Ministers and Secretaries Act, 1924 , the powers formerly vested in the Minister for Home Affairs, in exercise of the powers conferred upon me by Section 12, Sub- section 1 of the Censorship of Films Act, 1923 , and of each and every power me in this behalf enabling, do hereby order as follows :—

1. Every application under Section 7 (1) of the Censorship of Films Act, 1923 , which relates to a sound film, shall be accompanied by a copy of the script, being the document commonly known by that name amongst persons engaged in the trade of exhibiting pictures by means of a cinematograph or other similar apparatus or the making, distribution or renting of such pictures.

2. Applications to the Official Censor for censorship of sound films shall not be in the form prescribed by the Censorship of Film (No. 1) Order, 1925, and shall be in the form in the Schedule hereto or in such modification thereof as may be suitable.

3. This Order may be cited as the Censorship of Films (No. 1) Order, 1930.
