THE INSURANCE (INTERMITTENT UNEMPLOYMENT) (CONTRIBUTIONS) AMENDMENT REGULATIONS, 1953.

The Minister for Social Welfare, in exercise of the powers conferred on him by the Insurance (Intermittent Unemployment) Act, 1942 (No. 7 of 1942), the Social Welfare Act, 1952 (No. 11 of 1952), the Social Welfare (Transfer of Departmental Administration and Ministerial Functions) (No. 1) Order, 1947 ( S. R. & O. No. 18 of 1947 ), and of every and any other power him in this behalf enabling hereby makes the following regulations :—

1. (1) These Regulations may be cited as the Insurance (Intermittent Unemployment) (Contributions) Amendment Regulations, 1953, and shall be read as one with the Insurance (Intermittent Unemployment) (Contributions) Regulations, 1943 ( S. R. & O. No. 33 of 1943 ) (hereinafter referred to as " the principal regulations ") and shall come into operation on 5th January, 1953.

(2) In these Regulations the expression " the Minister " means the Minister for Social Welfare.

2. (1) The words " the expression ` stamp ' means a supplementary insurance stamp " where they occur in paragraph (1) of regulation 2 of the principal regulations are hereby deleted and the following words are hereby inserted in substitution therefor—

" the expression ' stamp ' means an adhesive supplementary insurance stamp or a stamp duly impressed upon a wet-time book by an employer in pursuance of an arrangement entered into between such employer and the Minister: "

(2) Where contributions are paid in accordance with an arrangement made under regulation 13 (7) of the principal regulations (inserted by regulation 3 of these regulations), the provisions of regulation 10 (2), regulation 11 (2), regulation 13 (1), (2), (3) and (5), regulation 15 (1) and regulation 17 of the principal regulations shall apply as if the references therein to the affixing of stamps to wet-time books in respect of insurable employment and to stamps so affixed, included the impressing of stamps and stamps so impressed as the case may require.

3. Regulation 13 of the principal regulations is hereby amended by the addition of the following paragraph—

" (7) (a) The Minister may make or approve, from time to time and on such terms and conditions as he thinks fit, arrangements for the payment of weekly contributions (whether by the use of impressed stamps or otherwise) at times or in a manner other than as prescribed in these regulations.

(b) Where the Minister authorises the payment of any weekly contribution on a day later than the day of payment of the wages or other pecuniary remuneration for any part of the period in respect of which the weekly contribution is payable, the Minister may require the making of such deposit of money by way of security as he thinks fit.

(c) Where the Minister authorises the use of impressed stamps, he may require the employer to pay an annual fee of thirty shillings in respect of the use by that employer of not more than two impressed stamping dies, and an annual fee of fifteen shillings in respect of each additional die in excess of two.

(d) Where an employer has entered into arrangements with the Minister for the payment of employment contributions under the Social Welfare Act, 1952 (No. 11 of 1952), by means of impressed stamps, each die issued to him in accordance with such arrangements shall, for the purpose of determining the amount of the annual fee payable by such employer under this regulation be deemed to be a die issued in accordance with arrangements for impressed stamping made under this regulation."

4. The following paragraph is hereby inserted in substitution for paragraph (2) of regulation 3 of the principal regulations—

" (2) Every person required to obtain a wet-time book who is an insured person within the meaning of the Social Welfare Act, 1952 , or the employer of such person shall, when application is being made for a wet-time book under this regulation, produce for the inspection of a local officer the insurance card issued to the said insured person."

5. The following paragraph is hereby inserted in substitution for paragraph (2) of regulation 8 of the principal regulations—

" (2) Where an employer terminates the employment of a person who immediately before such termination was an excepted person, the employer shall notify the Minister forthwith and shall remit by registered post the sum, if any, due by him under section 50 of the Act."
