ROAD TRAFFIC (SIGNS) (AMENDMENT) REGULATIONS, 1966.

The Minister for Local Government, in exercise of the powers vested in him by sections 5 , 86 and 95 of the Road Traffic Act, 1961 (No. 24 of 1961) hereby makes the following Regulations:—

1 Citation and construction.

1. (1) The Regulations may be cited as the Road Traffic (Signs) (Amendment) Regulations, 1966.

(2) The Road Traffic (Signs) Regulations, 1962 and 1964 and these Regulations shall be construed together and may be cited collectively as the Road Traffic (Signs) Regulations, 1962 to 1966.

2 Definition.

2. In these Regulations—

" the Principal Regulations " means the Road Traffic (Signs) Regulations, 1962 ( S.I. No. 171 of 1962 ).

3 Amendment of article 9 of the Principal Regulations.

3. Article 9 of the Principal Regulations is hereby amended by the substitution for paragraph (2) of the following paragraph :

" (2) The traffic signs to indicate a pedestrian crossing at which traffic is not normally controlled by traffic lights or by a member of the Garda Síochána in uniform and at which pedestrians have the right of way when traffic is not so controlled shall consist of :

(a) a beacon at or near each end of the crossing and, where there is a traffic refuge at the crossing, a beacon on the traffic refuge, each beacon emitting, save as is provided in paragraph (3) hereof, at regular intervals flashes of yellow light at the rate of not more than forty-five and not less than thirty-five flashes a minute, and

(b) roadway markings consisting of alternate black and white stripes not less than six feet nor more than twenty feet long, drawn parallel to the line of the roadway, each stripe being not less than one foot nine inches and not more than twofeet three inches wide, except the stripe at the edge of each side of the roadway which shall be not less than two feet and not more than four feet wide and shall be black in colour and may include the roadway markings described in paragraph (1) of this article drawn within a distance of approximately six inches from such stripes ".

4 Amendment of article 12 of the Principal Regulations.

4. Article 12 of the Principal Regulations is hereby amended :

(a) by the substitution of the following for sub-paragraph (a)—

" (a) a continuous white line, approximately four or approximately six inches wide, extending not less than sixty feet along the centre of the roadway—to indicate that traffic must keep to the left of such line; "

(b) by the substitution of the following for paragraph (b) :

" (b) a broken white line extending along the centre of the roadway and consisting of segments having the following dimensions and spacings :—

(i) segments approximately six inches wide, twelve feet long and spaced twenty-four feet apart,

(ii) segments approximately six inches wide, nine feet long and spaced nine feet apart,

(iii) segments approximately four inches wide, nine feet long and spaced twenty-seven feet apart (or nine feet apart on bends),

(iv) segments approximately four inches wide, nine feet long and spaced nine feet apart,

or

(v) segments approximately four inches wide, three feet long and spaced fifteen feet apart—

to indicate that traffic must keep to the left of such line unless circumstances indicate that it can be crossed without danger to other traffic or pedestrians; "

(c) by the substitution of the following for sub-paragraph (c)—

" (c) a broken white line consisting of segments having the following dimensions and spacings :—

(i) segments approximately four inches wide, twelve feet long and spaced twenty-four feet apart, or

(ii) segments approximately four inches wide, six feet long and spaced six feet apart—

to indicate the boundary of a traffic lane;"

(d) by the substitution of the following for sub-paragraph (f)—

" (f) a broken yellow line extending along the edge of the roadway consisting of segments approximately four inches wide, six feet long and spaced either six feet or twelve feet apart—

to indicate the line of the edge of the roadway."

(e) by the addition of the following sub-paragraph—

"(k) a continuous white line and a broken white line parallel thereto and approximately one foot therefrom extending transversely across the entrance to a roadway, each line being approximately eight inches wide and the broken line consisting of segments approximately three feet long and spaced three feet apart—

to indicate that traffic is prohibited from entering the roadway."

5Amendment of First Schedule to the Principal Regulations.

5. The First Schedule to the Principal Regulations is hereby amended by—

(a) the addition to Section D of Part III, of paragraph (g) and sign 215, as set out in the Schedule to these Regulations;

(b) the substitution of " the following provisions apply to signs 204 to 215 inclusive " for " the following provisions apply to signs 204 to 214 inclusive " in Part VI;

(c) the addition to Part VI of the following paragraph :—

" 7. Sign 215 may be accompanied by a rectangular plate or a plate of the general shape of sign 1, which shall be placed below the sign and shall furnish in black letters on a white field information in regard to the prohibition, including the days and hours when the prohibition applies ".

(d) the substitution in paragraph 1 of Part VII of " Signs 211 and 215 " for " Sign 211 ".

(e) the substitution for paragraph 2 of Part VII of the following paragraph :—

" 2. Where it is desired to repeat sign 211 or sign 215 along a length of road, a sign of reduced dimensions may be used, the dimensions of the sign, border, figures and symbols as shown in Part III of this Schedule being reduced by one-half."

6Alternative Dimensions for Sign 7.

6. Instead of sign 7 as prescribed in Part 1 of the First Schedule to the Principal Regulations a larger sign may be used, the dimensions being as set out in the Schedule to these Regulations.

7Bus Stop Signs.

7. Article 15 of the Principal Regulations is hereby amended by the substitution therefor of the following :—

" 15. The following are the approved size, form and colour for a bus stop sign—

(a) the sign shall be—

(i) rectangular in shape with rounded corners and shall be not more than 18 inches nor less than 14 inches in width and not more than 12 inches nor less than 9 inches in height, or

(ii) circular in shape and shall be 14 inches to 16 inches in diameter,

(b) the sign shall show the word " Bus " in a light colour on a dark background.

(g) To indicate prohibition of stopping (including parking) otherwise than by omnibuses while stopping at stopping places or stands.

EXPLANATORY NOTE.

The Regulations amend the Road Traffic (Signs) Regulations, 1962, to provide for the use of a new roadway marking to indicate a prohibition on entry to a street, for the alteration of existing roadway markings for centre, lane and edge lines so as to allow the use of more appropriate markings and a new sign to indicate a prohibition on stopping on specified streets. They also permit the dimensions of Sign 7, which indicates on an important road the line of that road where a less important road meets it, to be increased and permit the use of alternative bus stop signs. They also make a minor amendment in relation to the roadway markings at pedestrian crossings.
