ROAD TRAFFIC (SPEED LIMITS) (COUNTY OF WEXFORD) REGULATIONS, 1968. | ||
The Minister for Local Government in exercise of the powers conferred on him by sections 5 , 45 and 46 of the Road Traffic Act, 1961 (No. 24 of 1961) and as respects article 7 after consultation with the Commissioner of the Garda Síochána and the road authority concerned and as respects article 5 on the application of the said Commissioner hereby makes the following Regulations:— | ||
1 Citation. | 1. These Regulations may be cited as the Road Traffic (Speed Limits) (County of Wexford) Regulations, 1968. | |
2 Commencement. | 2. These Regulations shall come into operation on the 1st day of August, 1968. | |
3 Interpretation. | 3. In these Regulations save where the context otherwise requires " the Act " means the Road Traffic Act, 1961 ; | |
" road " means a public road; | ||
" perimeter road " means a road on and along the roadway of which there runs the boundary of a county or other borough, an urban district or a town; | ||
" special speed limit " and " built-up area speed limit " have the meanings respectively assigned to them in Part IV of the Act; | ||
" distance " means distance as measured along the centre line of a road. | ||
4 Built-up area speed limit. | 4. (1) Each of the roads described in the First Schedule to these Regulations is hereby declared not to be a public road in a built-up area for the purposes of section 45 of the Act. | |
(2) Each of the roads described in the Second Schedule to these Regulations is hereby declared to be a public road in a built-up area for the purposes of section 45 of the Act. | ||
5 Special speed limit. | 5. Forty miles per hour shall be the speed limit for mechanically propelled vehicles on the roads specified in the Third Schedule to these Regulations. | |
6 Exceptions. | 6. There shall be excepted from the special limit prescribed in article 5 of these Regulations and from the built-up area speed limit the following:— | |
( a ) ambulances, | ||
( b ) fire brigade vehicles, and | ||
( c ) vehicles used by members of the Garda Síochána in the performance of their duties as such members. | ||
7 Revocation. | 7. Articles 5 and 6 of the Road Traffic (Speed Limits) Regulations, 1963 ( S.I. No. 18 of 1963 ) in so far as they relate to roads in the County of Wexford are hereby revoked. | |
FIRST SCHEDULE. | ||
ROADS DECLARED NOT TO BE PUBLIC ROADS IN A BUILT-UP AREA FOR THE PURPOSES OF SECTION 45 of THE ROAD TRAFFIC ACT, 1961 . | ||
1. The following roads in the Urban District of Enniscorthy :— | ||
( a ) Boreen Hill, | ||
( b ) Island Street and its continuation as the Dublin Road between the Urban District boundary and a point 6 yards south of the junction of the Dublin Road with Boreen Hill. | ||
( c ) Nunnery Road between the Urban District boundary and a point 80 yards north of its northernmost junction with the Fair Green. | ||
( d ) The Esmonde Road between its southernmost intersection by the Urban District boundary and a point 25 yards from its junction with the Spring Valley Road. | ||
( e ) The New Ross Road between the Urban District boundary and a point 200 yards north of Arnold's Cross. | ||

All roads in the area enclosed by a line commencing at the point on the eastern edge of the Borough Road where the said road terminates at the footbridge over the Owenavorragh River and drawn thence in straight lines successively to the following points:— | ||
( a ) the seaward terminal point of the south pier, Courtown Harbour, | ||
( b ) a point on the Ardamine Road 250 yards south-east of its junction with the Middletown Road, | ||
( c ) a point on the Middletown Road 150 yards south-west of its junction with the Ardamine Road, | ||
( d ) a point on the western edge of Red Row 300 yards north of its junction with the Ardamine Road, | ||
( e ) a point on the Gorey Road 400 yards north-west of its junction with the Ardamine Road, | ||

( a ) The Fethard-Arthurstown road between a point 50 yards' east of its junction with Strand Road and a point 80 yards north-west of its junction with Main Street. | ||

7. The following roads adjacent to the Urban District of Enniscorthy :— | ||
(a) Drumgoold Villas Road. | ||
(b) Bellfield Road for a distance of 480 yards from the point where the boundary of the Urban District of Enniscorthy intersects the southern side of the road. | ||
(c) The Ross Road for a distance of 60 yards from the boundary of the Urban District of Enniscorthy. | ||
(d) The Salvill Road where the said road is a perimeter road. | ||
(e) The Esmonde Road for a distance of 25 yards from its junction with the Spring Valley Road. | ||
(f) The " Shannon " where the said road is a perimeter road. | ||
(g) The Old Church or Rectory Road for a distance of 350 yards from the boundary of the Urban District of Enniscorthy. | ||
(h) The Oulart Road for a distance of 250 yards from the boundary of the Urban District of Enniscorthy. | ||
(i) The part of the Spring Valley Road which lies outside the boundary of the Urban District of Enniscorthy. | ||

All roads (other than the roads set out at inference 5 in the Third Schedule to these Regulations) enclosed by a line commencing at a point on the Gorey Road 400 yards north-east of its junction with Station Road and drawn thence in straight lines successively to the following points:— | ||
(a) a point on the Station Road 5 yards west of its junction with the Killoggy Road, | ||
(b) a point on the Enniscorthy Road 140 yards north-east of the Vee Gross, | ||
(c) a point on the road connecting the Vee Cross with the Bunclody Road 150 yards north-east of the Vee Cross, | ||
(d) a point on the Bunclody Road 560 yards west of its junction with the Enniscorthy Road, | ||
(e) a point on the Newtown Road 200 yards north-west of its junction with the Bunclody Road, | ||
(f) the northern terminal point of the road leading northwards from the Bunclody Road at the junction of the Bunclody Road with the Newtown Road. | ||

Charlton Hill and its continuation as the Hospital Road for a distance of 180 yards from the boundary of the Urban District of New Ross. | ||

(a) The Strand Road in a northerly direction from a point 200 yards south of its junction with the Railway Road. | ||
(b) The Railway Road for a distance of 450 yards from its junction with the Strand Road. | ||

(a) Back or Stream Street, Joseph's Street, Castle Alley, Green Gardens, Main Street, Fair Green. | ||

EXPLANATORY NOTE. | ||
These Regulations replace the Road Traffic (Speed Limits) Regulations, 1963 and 1965, in their application to the County of Wexford and alter the speed limits applicable 'to certain roads in this area. | ||
The Regulations exclude the public roads mentioned in the First Schedule from the scope of the built-up area speed limit prescribed by section 45 of the Road Traffic Act, 1961 , and declare the public roads mentioned in the Second Schedule to be subject to that speed limit. | ||
The Regulations also prescribe a speed limit of 40 miles per hour in respect of the public roads mentioned in the Third Schedule for all mechanically propelled vehicles. | ||
Ambulances, fire brigade vehicles and Garda Síochána vehicles while being used in the course of duty are excepted from all speed limits by the Regulations. |
