FACTORIES (REPORT OF EXAMINATION OF STEAM BOILER) (AMENDMENT) REGULATIONS, 1978.

I, GENE FITZGERALD, Minister for Labour, in exercise of the powers conferred on me by sections 6 and 40 (9) of the Factories Act, 1955 (No. 10 of 1955), and the Labour (Transfer of Departmental Administration and Ministerial Functions) Order, 1966 (No. 164 of 1966), hereby make the following regulations:

1. (1) These Regulations may be cited as the Factories (Report of Examination of Steam Boiler) (Amendment) Regulations, 1978.

(2) The Factories (Report of Examination of Steam Boiler) Regulations, 1956 ( S.I. No. 183 of 1956 ), and these Regulations may be cited together as the Factories (Report of Examination of Steam Boiler) Regulations, 1956 and 1978.

(3) These Regulations shall come into operation on the 21st day of December, 1978.

2. The Factories (Report of Examination of Steam Boiler) Regulations, 1956, are hereby amended by,

( a ) the substitution for the entries in the First Schedule thereto of the entries in the First Schedule to these Regulations,

( b ) the substitution for the entries in the Second Schedule thereto of the entries in the Second Schedule to these Regulations,

( c ) the substitution for the entries in the Third Schedule thereto of the entries in the Third Schedule to these Regulations,

( d ) the substitution for the entries in the Fourth Schedule thereto of the entries in the Fourth Schedule to these Regulations, and

( e ) the substitution for the entries in the Fifth Schedule thereto of the entries in the Fifth Schedule to these Regulations.

FIRST SCHEDULE.

"Report of Examination of Steam Boiler (other than an Economiser, Superheater, Steam Tube Oven or Steam Tube Hotplate) when cold.

Name of Occupier of Factory.
Address of—
(a)	Factory.
(b)	Head Office of Occupier.
(Note:— Address (b) is required only in the case of a boiler used in a temporary location, e.g., on a building operation or work of engineering construction).
Description and distinctive number and type of Boiler.
Date of Construction.
(The history should be briefly given and the examiner should state whether he has seen the last previous report).
Date of last hydraulic test (if any) and the pressure applied.
Quality and source of feed water.
Is the boiler in the open or otherwise exposed to the weather or to damp?
1. Boiler:
(a)	What parts of seams, drums or headers are covered by brickwork?
(b)	Date of last exposure of such parts for the purpose of examination.
(c)	What parts (if any), other than parts covered by brickwork and mentioned above, were inaccessible?
(d)	What examination and tests were made?
	(If there was any removal of brickwork, particulars should be given here).
(e)	Condition of boiler.
	(State any defects materially affecting the maximum permissible working pressure).	External Internal
Fittings and Attachments:
(a)	Are there proper fittings and attachments?
(b)	Are all fittings and attachments in satisfactory condition (so far as ascertainable when not under pressure)?
(c)	For boilers operating without continuous personal supervision, specify each extra fitting and attachment on the boiler for securing safe working.
3. Repairs (if any) required and the date after which the boiler must not be used if the repairs specified have not been executed and any other conditions which the competent person making the examination considers it necessary to specify for securing safe working.
4. Maximum permissible working pressure calculated from dimensions and from the thickness and other data ascertained by the present examination, due allowance being made for conditions of working if unusual or exceptionally severe.
Where repairs affecting the working pressure are required, state the maximum permissible working pressure:
(a)	Before the expiration of the date specified in paragraph (3),
(b)	After the expiration of such date, if the required repairs have not been completed,
(c)	After the completion of the required repairs.
5. Other observations.

Subject to the reservation (noted above) of certain points for examination under steam pressure, I certify that on .................................................... the boiler above described was sufficiently scaled, prepared and (so far as its construction permits) made accessible for thorough examination and for such tests as were necessary for thorough examination, and that on the said date I thoroughly examined this boiler, its fittings and attachments, and that the above is a true report of the result.

Are the dampers in proper working order?
1. Economiser:
(a)	What parts, if any, are inaccessible?
(b)	State number of top caps removed at examination.
(c)	State number of bottom caps removed at examination.
(d)	What examinations and tests were made?
(e)	Condition of economiser (State any defects materially affecting the maximum permissible working pressure).		External Internal
2. Fittings and Attachments:
(a)		Are there proper fittings and attachments?
(b)		Are all fittings and attachments in satisfactory condition (so far as ascertainable when not under pressure)?

(This Form may also be used (so far as applicable) for supplementary reports on Economisers and Superheaters).

(a)	(i)	is the safety valve so adjusted as to prevent the boiler being worked at a pressure greater than the maximum permissible working pressure specified in the last report (Form F.I. 1039) of the examination when cold?
	(ii)	if a lever safety valve, is the weight secured on the lever in the correct position?
(b)	is the pressure gauge working correctly?
(c)	is the water gauge in proper working order?
(d)	where there are fittings and attachments on the boiler which function as, or incorporate in their operations, automatic water level devices and automatic firing devices state
	(i)	the nature and
	(ii)	the extent of the tests and examinations to which these devices have been submitted under normal steam pressure.
(e)	specify any extra fittings and attachments utilised to augment the secure working of the boiler and state
	(i)	the nature and
	(ii)	the extent of their tests and examinations, under normal steam pressure.
3. Repairs (if any), required and the date after which the boiler must not be used if the repairs specified have not been executed and any other conditions which the competent person making the examination considers it necessary to specify for securing safe working.
4. Other observations.

1. Oven or Hotplate:
(a)	Was the oven/hotplate so prepared as to allow of examination of the tube ends or loops projecting into the furnace?
(b)	What parts were inaccessible for examination?
(c)	What was the external condition of the tubes?
(d)	Were the flues clear?
2. Furnace—Condition—
(a)	Is the brickwork properly maintained?
(b)	Which tubes (if any), are out of use due to defects? (State clearly furnace positions and numbers).
3. Repairs (if any), required to brickwork, tubes, furnace or flue fittings and the date after which the oven or hotplate must not be used if the repairs specified have not been executed and any other conditions which the competent person making the examination considers it necessary to specify for securing safe working.
4. Fittings.
		(a)	Number and type(s) of thermometers in use.
Ovens		(b)	Was each of the thermometers in working order?
	(c)	Temperature at time of examination.
Hot-plates		(d)	(i)	Was a pressure gauge fitted and in working order?
		(ii)	What pressure was shown by the "maximum" pointer of gauge?
		(e)	Specify any extra fittings and attachments used to augment the secure working of the oven or hotplate.
5. (a)		Ordinary maximum working temperature (Oven).
(b)		Maximum permissible working temperature (Oven).
(c)		Maximum permissible working pressure (Hotplate).
6. Is a placard of instructions for working the oven or hotplate affixed?

EXPLANATORY NOTE.

These Regulations amend the Factories (Report of Examination of Steam Boilers) Regulations, 1956. They substitute revised particulars to be included in the reports of examination of steam boilers required under section 40 of the Factories Act, 1955 .
