ROAD TRAFFIC (SPEED LIMITS) (COUNTY OF LOUTH) REGULATIONS, 1979. | ||
The Minister for the Environment in exercise of the powers conferred on him by sections 5 and 45 of the Road Traffic Act, 1961 (No. 24 of 1961) and section 46 of the said Act as amended by section 25 of the Road Traffic Act, 1968 (No. 25 of 1968) hereby makes the following Regulations:— | ||
1 Citation | 1. These Regulations may be cited as the Road Traffic (Speed Limits) (County of Louth) Regulations, 1979. | |
2 Commencement | 2. These Regulations shall come into operation on the 10th day of December, 1979. | |
3 Interpretation | 3. In these Regulations save where the context otherwise requires "the Act" means the Road Traffic Act, 1961 ; | |
"road" means a public road; | ||
"perimeter road" means a road on and along the roadway of which there runs the boundary of a county or other borough, an urban district or a town; | ||
"special speed limit" and "built-up area speed limit" have the meanings respectively assigned to them in Part IV of the Act; | ||
"distance" means distance as measured along the centre line of a road. | ||
4 Built-up area speed limit | 4. (1) Each of the roads described in the First Schedule to these Regulations is hereby declared not to be a public road in a built-up area for the purposes of section 45 of the Act. | |
(2) Each of the roads described in the Second Schedule to these Regulations is hereby declared to be a public road in a built-up area for the purposes of section 45 of the Act. | ||
5 Special speed limit | 5. Forty miles per hour shall be the speed limit for mechanically propelled vehicles on the roads specified in the Third Schedule to these Regulations. | |
6 .. | 6. There shall be excepted from the special speed limit prescribed in article 5 of these Regulations and from the built-up area speed limit the following:— | |
( a ) ambulances, | ||
( b ) fire brigade vehicles, and | ||
( c ) vehicles used by members of the Garda Síochána in the performance of their duties as such members. | ||
7 Revocations | 7. The Road Traffic (Speed Limits) (County of Louth) Regulations, 1968 ( S.I. No. 16 of 1968 ) and the Road Traffic (Speed Limits) (County of Louth) (Amendment) Regulations, 1971 ( S.I. No. 83 of 1971 ) are hereby revoked. | |
FIRST SCHEDULE | ||
Roads in the County of Louth declared not to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 . | ||
1. The following roads in the town of Ardee:— | ||
( a ) The Tallanstown Road, The Stabannon Road, The Bog Road, The Richardstown Road, The Millockstown Road. | ||
( b ) The Carrickmacross Road between the town boundary and a point 91 metres south of its junction with the Tallanstown Road. | ||
( c ) The Dundalk Road between the town boundary and a point 357 metres north of its junction with the Carrickmacross Road. | ||
( d ) The Old Carrickmacross Road between the town boundary and a point 91 metres north-west of its junction with the Carrickmacross Road. | ||
( e ) The Old Workhouse or Shanlis Road between the town boundary and a point 87 metres west of its junction with the Back Road. | ||
( f ) The Back Road between the town boundary and a point 55 metres northeast of the point where the said boundary intersects the southern side of the road. | ||
( g ) The Dunleer Road between the town boundary and a point 165 metres west of its junction with the Richardstown Road. | ||
( h ) The Drogheda Road between the town boundary and a point 25 metres south of its junction with the Sliabh Breagh Housing Scheme Road. | ||
2. The following roads in the Borough of Drogheda:—- | ||
( a ) Moneymore Lane. | ||
( b ) The Dublin Road between the Borough boundary and a point 23 metres north-west of its junction with the inner Station Road. | ||
( c ) The Beymore Road for a distance of 91 metres from the Borough boundary. | ||
( d ) Blackbush Lane between its junction with the Beymore Road and a point 201 metres from its junction with Cromwell's Lane. | ||
( e ) Platin Road for a distance of 46 metres from the Borough boundary. | ||
( f ) The Rathmullan Road for a distance of 285 metres from the point on the said road where the Borough boundary heads southwards. | ||
( g ) The Loughboy Road for a distance of 1,230 metres from the Borough boundary. | ||
( h ) The North Road for a distance of 1,372 metres from the Borough boundary. | ||
( i ) Twenties Lane between the Borough boundary and a point 32 metres north of its junction with Cross Lane. | ||
( j ) The Flax Mill Lane between the Borough boundary and a point 91 metres east of its junction with the Ballymakenny Road. | ||
( k ) The Newtown Road for a distance of 930 metres from the Borough boundary. | ||
( l ) The Baltray Road for a distance of 1,148 metres from the Borough boundary. | ||
( m ) The Marsh Road for a distance of 1,532 metres from the Borough boundary. | ||
( n ) The Donore Road for a distance of 130 metres from the Borough boundary. | ||
( o ) The continuation of the Newfoundwell Road for a distance of 280 metres from the point on the said road where the Borough boundary heads southeastwards. | ||
3. The following roads in the Urban District of Dundalk:—- | ||
( a ) Red Barns Road, The Blackrock Road, The Mullagharlin Road, The Louth Road, The Donaghmore Road, The Mill Road, The Toberona Road, Racecourse Road, The Shore Road. | ||
( b ) The Point Road between the urban district boundary and a point 91 metres west of its junction with the Red Barns Road. | ||
( c ) Long Avenue between its junction with Red Barns Road and a point 90 metres west of the said junction. | ||
( d ) The Dublin Road between the urban district boundary and a point 604 metres north-west of the point where the urban district boundary intersects the eastern side of the road. | ||
( e ) The Ardee Road between the urban district boundary and a point 91 metres south-west of the south-western end of Ardee Terrace. | ||
( f ) The Carrickmacross Road for a distance of 750 metres from the urban district boundary. | ||
( g ) The Castleblayney Road between the urban district boundary and a point 91 metres north-west of its junction with the Bellews Bridge Road. | ||
( h ) The Bellews Bridge Road between the urban district boundary and a point 123 metres south-east of its junction with the Toberona Road. | ||
( i ) The Armagh Road for a distance of 622 metres from the point where the urban district boundary intersects the north-eastern side of the road. | ||
( j ) The Doylesfort Road where the said road is a perimeter road. | ||
( k ) The Newry Road between the urban district boundary and a point 279 metres north-east of its junction with the Armagh Road. | ||
SECOND SCHEDULE. | ||
Roads in the County of Louth declared to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 . | ||
1. The following roads at Annagassan:—- | ||
( a ) The Castlebellingham-Salterstown road between a point 90 metres north-west of the centre line of Annagassan Bridge and a point 25 metres east of its junction with Togher Cross Road. | ||
( b ) The Kilsarnan Road for a distance of 85 metres west of its junction with the Castlebellingham- Salterstown road. | ||
( c ) The Dillonstown Cross Road for a distance of 265 metres from its junction with the Castlebellingham-Salterstown road. | ||
( d ) Castle Lane for a distance of 55 metres from its junction with the Castlebellingham-Salterstown road. | ||
( e ) The Togher Cross Road for a distance of 130 metres from its junction with the Castlebellingham-Salterstown road. | ||
2. The following roads at Blackrock:—- | ||
All roads in the area enclosed by a line commencing at a point on the Dundalk-Green Gates road 900 metres south-east of the boundary of the Urban District of Dundalk and drawn thence in straight lines successively to the following points:— | ||
( a ) a point on the Old Golf Links Road 35 metres south-east of its junction with the Dublin-Dundalk road, | ||
( b ) a point on the Back Road 50 metres south-west of its junction with the Old Golf Links Road, | ||
( c ) a point on the Seafield Road 115 metres east of its junction with the Back Road, | ||
( d ) a point on the Dundalk-Green Gates road 245 metres east of its junction with the Dublin-Dundalk road. | ||
( e ) a point due south of the last mentioned point and coinciding with the High Water Mark, | ||
thence from the point (e) in a line coinciding with the High Water Mark to a point on the High Water Mark due east of the commencement point, and from the last mentioned point on the High Water Mark in a straight line to the commencement point on the Dundalk-Green Gates road. | ||
3. The following roads at Carlingford:—- | ||
All roads in the area enclosed by a line commencing at a point on the Dundalk Road 18 metres north-west of its junction with the Grove Road and drawn thence in straight lines successively to the following points:— | ||
( a ) a point on the Rooskey Road 69 metres south of it junction with the Dundalk Road, | ||
( b ) the westernmost point of St. Michael's Terrace, | ||
( c ) a point on Mountain Park Road 55 metres south-west of its junction with Back Lane, | ||
( d ) a point on the Omeath Road 183 metres north-west of the entrance to King John's Castle, | ||
( e ) a point on the Greenore Road 46 metres south-east of its junction with Churchyard Road, | ||
and from the last-mentioned point in a straight line to the commencement point on the Dundalk Road. | ||
4. The following roads at Castlebellingham:—- | ||
( a ) The Dublin-Belfast road between a point 384 metres south of the Celtic Memorial Cross and a point 220 metres north of the said Cross. | ||
( b ) The Dromiskin Road between its junction with the Dublin-Belfast road and a point opposite the Celtic Memorial Cross. | ||
( c ) The Annagassan Road for a distance of 110 metres from its junction with the Dublin-Belfast road. | ||
5. The following roads at Clogherhead:—- | ||
( a ) The Termonfeckin-Grangebellew road between a point 210 metres south-west of its junction with the Callystown Road and a point 896 metres north-west of its junction with Harbour Road. | ||
( b ) The Harbour Road between its junction with the Termonfeckin Grangebellew road and a point 9 metres east of its junction with Barrackfield Cottages Road. | ||
( c ) The Callystown Road for a distance of 14 metres from its junction with the Termonfeckin-Grangebellew road. | ||
( d ) Crooked Street, Barrackfield Cottages Road. | ||
6. The following roads at Dromiskin:— | ||
( a ) The Whiterath Bridge-Whitehouse road between a point 120 metres north-west of the centre line of Whiterath Bridge and a point 380 metres east of its junction with Dromiskin Village Crossroads. | ||
( b ) The Commons Cross-Castlebellingham road between a point 405 metres north-west of its junction with Dromiskin Village Crossroads and a point 425 metres south of the said junction. | ||
( c ) The Dromiskin R.C. Church Road for a distance of 185 metres from its junction with the Whiterath Bridge Road. | ||
( d ) The Drumleck Road for a distance of 50 metres from its junction with the Castlebellingham Road. | ||
7. The following road adjacent to the Urban District of Dundalk:—- | ||
The part of Mount Avenue which lies outside the urban district boundary where the said road is a perimeter road. | ||
8. The following roads at Dunleer:—- | ||
( a ) Maryville Cottages Road, The Ardee Road, Cottages Road. | ||
( b ) The Dublin-Belfast road between a point 480 metres south of its junction with the Ardee Road and a point 320 metres north of the said junction. | ||
( c ) The Clogherhead Road between its junction with the Dublin-Belfast road and a point 46 metres west of its junction with the Trean Road. | ||
( d ) The Mountainstown Road for a distance of 495 metres from its junction with the Dublin-Belfast road. | ||
( e ) The Ardee Road between its junction with the Dublin-Belfast road and a point 46 metres east of its junction with the Rathescar Road. | ||
9. The following roads at Kilsaran:—- | ||
( a ) Kilsaran Cottages Road. | ||
( b ) The Dublin-Belfast road between a point 45 metres south of its junction with the Annagassan Road and a point 135 metres north of its junction with Kilsaran Cottages Road. | ||
( c ) The Annagassan Road for a distance of 25 metres from its junction with the Dublim-Belfast road. | ||
10. The following roads at Knockbridge:—- | ||
( a ) The Louth-Dundalk road between a point 60 metres south-west of its junction with Knockbridge Crossroads and a point 390 metres north-east of the said junction. | ||
( b ) The Haynestown Road for a distance of 890 metres south-east of its junction with Knockbridge Crossroads. | ||
( c ) The Mullabohy Cross Road for a distance of 500 metres north-west of its junction with Knockbridge Crossroad. | ||
11. The following roads at Louth:—- | ||
( a ) The Knockbridge-Rathbrist road between a point 290 metres south of its junction with Louth Crossroads and a point 455 metres north-east of the said junction. | ||
( b ) Channonrock Road for a distance of 250 metres from its junction with Louth Crossroads. | ||
( c ) The Green Road for a distance of 30 metres from its junction with Louth Crossroads. | ||
( d ) The Corderry Road for a distance of 115 metres from its junction with Louth Crossroads. | ||
( e ) The Philipstown Road for a distance of 80 metres from its junction with the Channonrock Road. | ||
12. The following roads at Omeath:—- | ||
( a ) The Newry-Carlingford road between a point 412 metres north-west of Omeath Crossroads and a point 183 metres south-east of the said Crossroads. | ||
( b ) The Pier Road and its branch to the south-east. | ||
( c ) The Windy Gap Road for a distance of 137 metres from its junction with the Newry-Carlingford road. | ||
13. The following roads at Tallanstown:—- | ||
All roads in the area enclosed by a line commencing at a point on the Corderry Road, 115 metres north of Tallanstown three roads and drawn thence in straight lines successively to the following points:— | ||
( a ) a point on the Philipstown Road 85 metres north-west of Tallanstown Crossroads, | ||
( b ) a point on the Louth Hall Road 195 metres south-west of Tallanstown Crossroads, | ||
( c ) a point on the Pepperstown Cross Road 355 metres south-west of Tallanstown Crossroads, | ||
( d ) a point on the Duffy's Cross Road 205 metres east of Tallanstown three roads, | ||
and from the last mentioned point in a straight line to the commencement point on the Corderry Road. | ||
14. The following roads at Termonfeckin:— | ||
( a ) Seapoint Road. | ||
( b ) The Drogheda-Clogherhead road between a point 183 metres south-west of its junction with the Sheetland Road and a point 18 metres south of its junction with the Reynoldstown Road. | ||
( c ) The Baltray Road for a distance of 65 metres from its junction with the Drogheda Road. | ||
( d ) The Sheetland Road for a distance of 137 metres from its junction with the Drogheda Road. | ||
THIRD SCHEDULE. | ||
Roads in the County of Louth in respect of which a special speed limit of 40 m.p.h. is prescribed. | ||
1. The following road in the town of Ardee:—- | ||
The Drogheda Road between the town boundary and a point 25 metres south of its junction with the Sliabh Breagh Housing Scheme Road. | ||
2. The following road at Castlebellingham:—- | ||
The Dublin-Dundalk road between a point 384 metres south of the Celtic Memorial Cross and a point 135 metres north of its junction with the Kilsaran Cottages Road. | ||
3. The following roads at Collon:—- | ||
( a ) The Ardee-Slane road between a point 412 metres north of its junction with the Drogheda Road and a point 183 metres south of the said junction. | ||
( b ) The Drogheda Road for a distance of 412 metres from its junction with the Slane Road. | ||
( c ) The Kells Road for a distance of 375 metres west of its junction with the Slane Road. | ||
( d ) The Mount Oriel Road for a distance of 286 metres from its junction with the Ardee-Slane road. | ||
4. The following roads in and adjacent to the Borough of Drogheda:—- | ||
( a ) The Dublin Road between a point 205 metres west of the Borough boundary and a point 23 metres north-west of its junction with the inner Station Road. | ||
( b ) The North Road between a point 1,372 metres south-east of the Borough boundary and a point 1,052 metres south-east of the said boundary. | ||
( c ) The New Cement Road for a distance of 46 metres from its junction with the North Road. | ||
5. The following roads in and adjacent to the Urban District of Dundalk:—- | ||
( a ) The Castleblayney Road between a point 274 metres north-west of the urban district boundary and a point 91 metres north-west of its junction with the Bellews Bridge Road. | ||
( b ) The Mill Road for a distance of 37 metres from its junction with the Castleblayney Road. | ||
( c ) The Newry Road between a point 279 metres north-east of its junction with the Armagh Road and a point where the urban district boundary intersects the western side of the road. | ||
6. The following road at Dunleer:—- | ||
The Dublin-Belfast road between a point 320 metres north of its junction with the Ardee Road and a point 128 metres south of its junction with the Drumcar Road. | ||
7. The following roads at Greenore:—- | ||
All public roads north of a point on the Greenore Road 170 metres south-west of its junction with Euston Street. | ||
8. The following road at Mount Bagnal:—- | ||
The Dundalk-Greenore road between a point 366 metres west of its junction with the Gyles Quay Road and a point 581 metres east of that junction. | ||
9. The following road at Omeath:-— | ||
The Carlingford Road between a point 185 metres south-east of Omeath Cross Roads and a point 732 metres south-east of the said Cross Roads. | ||

EXPLANATORY NOTE. | ||
These Regulations replace the Road Traffic (Speed Limits) (County of Louth) Regulations, 1968 ( S.I. No. 16 of 1968 ) and the Road Traffic (Speed Limits) (County of Louth) (Amendment), Regulations, 1971 ( S.I. No. 83 of 1971 ) and alter the speed limits applicable to certain roads in these areas. | ||
The Regulations exclude the public roads mentioned in the First Schedule from the scope of the built-up area speed limit of 30 m.p.h. prescribed by section 45 of the Road Traffic Act, 1961 , thus enabling a special speed limit of 40 m.p.h. to be applied to some of these roads. | ||
The Regulations declare that the roads mentioned in the Second Schedule which would otherwise be outside the scope of the built-up area speed limit of 30 m.p.h. shall be subject to that limit. | ||
The Regulations prescribe a speed limit of 40 m.p.h. in respect of the public roads mentioned in the Third Schedule. | ||
Ambulances, fire brigade vehicles and Garda Síochána vehicles while being used in the courses of duty are excepted from all speed limits by the Regulations. |
