12.—(1) The Agency shall as soon as may be after the establishment day prepare or cause to be prepared a scheme for the granting of pensions, gratuities and other allowances on retirement or death to or in respect of the employees of the Agency.
(2) A scheme under this section shall be subject to the approval of the Minister, with the consent of the Minister for the Public Service, and may be amended by the Agency with the like approval and the like consent.
(3) A pension, gratuity or other allowance shall not be granted by the Agency on the resignation, retirement or death of an employee of the Agency otherwise than in accordance with a scheme approved under this section.
