15.—The Minister may effect insurance or re-insurance in respect of all or such part of the liabilities specified in a Ministerial indemnity or indemnities, either as respects—
(a) the liability under an individual Ministerial indemnity, or
(b) the total liabilities in respect of all the Ministerial indemnities standing issued for the time being.
