I, BATT O’KEEFFE, Minister for Enterprise, Trade and Innovation, in exercise of the powers conferred on me by section 3 of the European Communities Act 1972 (No. 27 of 1972) and for the purpose of giving full effect to Council Regulation (EC) No. 881/2002 of 27 May 20021 as amended by Commission Regulation (EU) No. 681/2010 of 29 July 20102 , hereby make the following regulations:

1. These Regulations may be cited as the European Communities (Restrictive Measures against Certain Persons and Entities Associated with Usama bin Laden, the Al-Qaida Network and the Taliban) (Amendment) Regulations 2010.

2. In these Regulations “Principal Regulations” means the European Communities (Restrictive Measures against Certain Persons and Entities Associated with Usama bin Laden, the Al-Qaida Network and the Taliban) Regulations 2006 ( S.I. No. 186 of 2006 ).

3. Regulation 2 of the Principal Regulations is amended—

(a) in paragraph (xv) by inserting “and Council Regulation (EC) No. 561/2003 of 27 March 200616A,” after “5 March 200316 ”,

(b) in paragraph (ciii) by deleting “and”,

(c) in paragraph (civ) by substituting “31 March 2009107 ,” for “31 March 2009107.”, and

(d) by inserting the following paragraphs after paragraph (civ):

4. Regulation 3(a) of the Principal Regulations is amended by substituting “12 months” for “6 months”.

The effect of this Order is to amend the Statutory Instrument that provided for penalties for infringements of Council Regulation (EC) No. 881 of 2002 which introduced measures against certain persons and entities associated with Usama bin Laden, the A1-Qaida Network and the Taliban.
