I, PAUL KEHOE, Minister of State at the Department of the Taoiseach, in exercise of the powers conferred on me by section 25 (1) of the Statistics Act 1993 (No. 21 of 1993) and the Statistics (Delegation of Ministerial Functions) Order 2011 ( S.I. No. 157 of 2011 ), hereby order as follows: | ||
1. This Order may be cited as the Statistics (Census of Population) Order 2015. | ||
2. In this Order— | ||
“census night” means the period of time commencing at 9 p.m. on 24 April 2016 and ending at 7 a.m. on 25 April 2016; | ||
“following morning” means the period of time commencing at 7 a.m. on 25 April 2016 and ending at noon on that day. | ||
3. Information required to be provided by this Order, the general nature of which is specified in Schedule 1— | ||
(a) is prescribed as information required for the purposes of the Census of Population to be conducted in the year 2016, and | ||
(b) shall be provided in respect of the circumstances existing on census night or on the following morning, unless otherwise stated. | ||
4. Subject to Article 5, the persons or classes of persons specified in Schedule 2 are prescribed as the persons or classes of persons by whom the information referred to in Article 3 is required to be provided, which information shall be provided by the completion of forms and questionnaires prepared by the Director General of the Central Statistics Office in accordance with section 23 of the Statistics Act 1993 (No. 21 of 1993). | ||
5. (1) A person to whom paragraph 1 of Schedule 2 applies is required to provide— | ||
(a) in respect of a private household that is occupied by such person on census night or on the following morning, he or she not having been enumerated elsewhere on that night or morning, information, the general nature of which is specified in paragraph 1 of Schedule 1, | ||
(b) in respect of each person who is alive and in the State at 12 midnight on Sunday 24 April 2016 and who occupies that private household on census night or on the following morning, such person or persons not having been enumerated elsewhere, information, the general nature of which is specified in paragraph 2 of Schedule 1, | ||
(c) information as to whether any or all members of the private household were temporarily absent from the household on census night and the following morning and, where all members of the private household were so absent, in respect of each member of the household who was so absent, information, the general nature of which is specified in paragraph 3 of Schedule 1, and | ||
(d) where some but not all members of the private household are temporarily absent from the private household on census night and the following morning, in respect of each person who is so absent, information, the general nature of which is specified in paragraph 4 of Schedule 1. | ||
(2) A person to whom paragraph 2 or 3 of Schedule 2 applies is required to provide information, the general nature of which is specified in paragraph 5 of Schedule 1. | ||
(3) A person to whom paragraph 4 of Schedule 2 applies is required to provide information, the general nature of which is specified in paragraph 2 of Schedule 1, in respect of himself or herself. | ||
SCHEDULE 1 | ||
General nature of information to be provided for purposes of Census of Population to be conducted in year 2016 | ||
1. In respect of housing characteristics and facilities of a private household: | ||
(a) type of accommodation; | ||
(b) age of building; | ||
(c) whether accommodation is owned or rented; | ||
(d) in the case of rented accommodation, amount of rent paid; | ||
(e) number of rooms; | ||
(f) type of fuel used by central heating; | ||
(g) type of water supply; | ||
(h) type of sewerage facilities; | ||
(i) number of cars and vans; | ||
(j) possession of a personal computer; | ||
(k) access to the internet. | ||
2. In respect of each person referred to in paragraphs (1)(b) and (3) of Article 5: | ||
(a) first name, surname and sex; | ||
(b) date of birth; | ||
(c) place of birth; | ||
(d) current usual residence; | ||
(e) usual residence on 24 April 2016; | ||
(f) whether such person has lived outside the State for a period of a year or more and, if so— | ||
(i) country of last previous usual residence, and | ||
(ii) year of last taking up residence in the State; | ||
(g) nationality; | ||
(h) ethnic or cultural background; | ||
(i) religion; | ||
(j) where such person is a woman, number of children born to her; | ||
(k) whether a language other than English or Irish is spoken at home and, where it is, such language spoken and ability to speak English; | ||
(l) general health, including any disabilities; | ||
(m) usual means of travel to place of work, school or college, time of leaving home and time taken; | ||
(n) whether such person provides regular, unpaid personal help to another person and, where so provided, the number of hours per week; | ||
(o) in the case of a person aged 3 years or more, ability to speak the Irish language and if able, frequency of speaking Irish language; | ||
(p) in the case of a person aged 15 years or more: | ||
(i) marital or same-sex civil status; | ||
(ii) whether full-time education has ceased and where it has, age at which it ceased; | ||
(iii) the highest level of education and training completed and field of study; | ||
(iv) present principal economic status; | ||
(q) in the case of a person aged 15 years or more who is employed, present employment status, present occupation, present employer’s business, name and address of place of work and where occupation is that of farmer, the area currently farmed; | ||
(r) in the case of a person aged 15 years or more who is unemployed, previous employment status, previous occupation, previous employer’s business and where previous occupation was that of farmer, the area previously farmed; | ||
(s) in the case of a person aged 15 years or more who is retired, previous employment status, previous occupation and where previous occupation was that of farmer, the area previously farmed; | ||
(t) in the case of a student, name and address of school or college attended; | ||
(u) in the case of a person in a private household, relationship to each other person resident in that household on census night or on the following morning, to the extent that the form permits. | ||
3. In respect of each person referred to in Article 5(1)(c): | ||
(a) first name, surname and sex; | ||
(b) the address at which each member of the household who was so absent resided on census night and the following morning. | ||
4. In respect of each person referred to in Article 5(1)(d): | ||
(a) first name, surname and sex; | ||
(b) relationship to each other person resident in the private household on census night or on the following morning, to the extent that the form permits; | ||
(c) date of birth; | ||
(d) in the case of a person aged 15 years or more, marital or same-sex civil status; | ||
(e) length of absence from household; | ||
(f) whether or not in the State; | ||
(g) in the case of a student, whether he or she is away at school or college. | ||
5. In respect of a residential communal establishment referred to in paragraph 2 of Schedule 2 and a vessel referred to in paragraph 3 of that Schedule: | ||
(a) a description of the nature of the establishment or vessel concerned; | ||
(b) the first names and surnames of the persons who were alive and in the State at midnight on Sunday 24 April 2016 and occupied that establishment or vessel, as the case may be, on census night and the following morning; | ||
(c) confirmation in respect of each person referred to in paragraph (b) as to whether an individual form was issued to and collected from such person by the manager or other person in charge of that establishment or by the master or other person in charge of that vessel, as the case may be. | ||
SCHEDULE 2 | ||
Persons, or classes of persons, by whom information specified in Schedule 1 is required to be provided | ||
1. The householder or any adult member of a private household. | ||
2. The manager or other person in charge of a residential communal establishment such as a hospital, nursing home or children’s home, educational establishment, religious community, defence establishment, prison, shelter or refuge, hotel, boarding house, guest house, bed and breakfast, hostel or campsite or other residential communal establishment of any kind (excluding private households). | ||
3. The master or other person in charge of a vessel (other than a vessel comprising a private household) in any harbour, port, bay, creek, lake, river, canal or elsewhere in waters within the jurisdiction of the State. | ||
4. Any other individual in respect of whom the information prescribed by Article 3 is not required by this Order to be provided by another person or is not likely to be provided by another person. | ||
