I, JACK CHAMBERS, Minister of State at the Department of the Taoiseach, in exercise of the powers conferred on me by section 25 (1) of the Statistics Act 1993 (No. 21 of 1993) and the Statistics (Delegation of Ministerial Functions) (No. 2) Order 2020 ( S.I. No. 263 of 2020 ), hereby order as follows: | ||
1. This Order may be cited as the Statistics (Global Value Chains) Order 2021. | ||
2. In this Order - | ||
“Covid-19” means a disease caused by infection with the virus SARS-CoV-2 and specified as an infectious disease in accordance with Regulation 6 of, and the Schedule to, the Infectious Diseases Regulations 1981 ( S.I. No. 390 of 1981 ) or any variant of the disease so specified as an infectious disease in those Regulations; | ||
“survey” means the Global Value Chains Survey that is conducted by the Central Statistics Office for the purposes of obtaining the information referred to in Article 4. | ||
3. This Order applies to an undertaking that- | ||
(a) engages 50 or more persons, and | ||
(b) is classified for statistical purposes under section B, C, D, E, F, G, H, I, J, K, L, M, or N of NACE Rev. 2 set out in Annex I to Regulation (EC) No. 1893/2006 of the European Parliament and of the Council of 20 December 20061 , as amended by Regulation (EC) No. 295/2008 of the European Parliament and of the Council of 11 March 20082 , Regulation (EU) No. 70/2012 of the European Parliament and of the Council of 18 January 20123 and Regulation (EU) 2019/1243 of the European Parliament and of the Council of 20 June 20194 . | ||
4. A requirement on undertakings to which this Order applies to provide, once only and for the purposes of the survey, information the general nature of which is specified in the Schedule is hereby prescribed. | ||
SCHEDULE | ||
Article 4 | ||
1. Information in relation to the years 2018 to 2020 regarding the following, as it relates to the undertaking concerned: | ||
(a) the number of persons engaged at the end of the year 2020 per business function; | ||
(b) international sourcing of business functions; | ||
(c) motivations for, and barriers to, international sourcing; | ||
(d) global value chain arrangements, including – | ||
(i) the purchase of goods, materials and services from, and | ||
(ii) the supply of goods, materials and services to, | ||
undertakings outside the State; | ||
(e) the impact of Covid-19 on international sourcing, turnover and global value chain arrangements in the year 2020; | ||
(f) the impact of the withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union on decisions relating to international sourcing to, and from, the United Kingdom of Great Britain and Northern Ireland. | ||
2. Information on the time taken by the undertaking concerned to complete the questionnaire, form or other record prepared by the Director General for the collection of the information referred to in paragraph 1. | ||
