I, CHARLIE MCCONALOGUE, Minister for Agriculture, Food and the Marine, in exercise of the powers conferred on me by sections 3 and 14 of the Sea-Fisheries and Maritime Jurisdiction Act 2006 (No. 8 of 2006), for the purpose of giving effect to Council Regulation (EU) 2024/257 of 10 January 20241 , Council Regulation (EU) 2024/1015 of 26 March 20242 and Council Regulation (EU) 2024/1856 of 28 June 20243 hereby make the following regulations: | ||
1. These Regulations may be cited as the Sea-Fisheries (Quotas) Regulations 2024. | ||
2. (1) In these Regulations “Council Regulation” means Council Regulation (EU) 2024/257 of 10 January 2024 as amended by Council Regulation (EU) 2024/1015 of 26 March 2024 and Council Regulation (EU) 2024/1856 of 28 June 2024. | ||
(2) A word or expression that is used in the Council Regulation and is also used in these Regulations, has, unless the context otherwise requires, the same meaning in these Regulations as it has in the Council Regulation. | ||
3. The master of - | ||
(a) an Irish sea-fishing boat wherever it may be, or | ||
(b) a sea-fishing boat in the exclusive fishery limits of the State | ||
shall comply with Articles 7, 12a, 13, 15, 16, 17, 18, 19, 20, 24, 27, 28, 30, 33, 35, 36, 38, 39, 40, 41(2), 42, 45, 48, 48a, 48b, 48c and 55 of the Council Regulation. | ||
4. (1) Subject to paragraph (2), the master of - | ||
(a) an Irish sea-fishing boat wherever it may be, or | ||
(b) a sea-fishing boat in the exclusive fishery limits of the State | ||
shall comply with Article 10(1), (2), (3) and (4) of the Council Regulation in relation to sea bass. | ||
(2) The master of an Irish sea-fishing boat operating in ICES Sub-area 6 or ICES Sub-area 7 is subject to the Bass (Conservation of Stocks) Regulations 2006 ( S.I. No. 230 of 2006 ) in relation to sea bass. | ||
(3) A person engaged in recreational fisheries that is fishing for sea bass shall comply with Article 10(5) of the Council Regulation. | ||
5. The Sea-Fisheries (Quotas) Regulations 2023 ( S.I. No. 274 of 2023 ) are revoked. | ||

These Regulations have the purpose of giving effect to the provisions of Council Regulation (EU) 2024/257 (as amended by Council Regulation (EU) 2024/1015 of 26 March 2024 and Council Regulation 2024/1856 of 28 June 2024) fixing for 2024, 2025 and 2026 the fishing opportunities for certain fish stocks, applicable in Union waters and, for Union fishing vessels, in certain non-Union waters and amending Regulation (EU) 2023/194. | ||
