S.I. No. 589/2024 - Student Grant (Amendment) Scheme 2024


Notice of the making of this Statutory Instrument was published in

“Iris Oifigiúil” of 1st November, 2024.

I, PATRICK O’DONOVAN, Minister for Further and Higher Education, Research, Innovation and Science, in exercise of the powers conferred on me by section 16 of the Student Support Act 2011 (No. 4 of 2011) (as adapted by the Further and Higher Education, Research, Innovation and Science (Transfer of Departmental Administration and Ministerial Functions) Order 2020 ( S.I. No. 451 of 2020 ), and the Public Expenditure and Reform (Alteration of Name of Department and Title of Minister) Order 2023 ( S.I. No. 19 of 2023 )), with the consent of the Minister for Public Expenditure, National Development Plan Delivery and Reform, hereby make the following scheme of grants:-

1. This Scheme may be cited as the Student Grant (Amendment) Scheme 2024.

2. In this Scheme “Principal Scheme” means the Student Grant Scheme 2024 ( S.I. No. 103 of 2024 ).

3. Article 14(3) of the Principal Scheme is amended by substituting the following subparagraph for subparagraph (k):

“(k) Adoption Maintenance Allowance;

(l) DABS/P-TECH NEIC bursary.”

4. Article 22(4) of the Principal Scheme is amended by inserting after “Cost of Education Allowance,” the following text:

“DABS/P-TECH NEIC bursary,”

5. Schedule 4 of the Principal Scheme is amended by substituting for Table 2, Table 3 and Table 4 the following:

A student or tuition student who would have qualified for 100% tuition fee element of a fee grant but for the Free Fees Schemes and was awarded a grant towards the student contribution charge.

Less the tuition fee claimed from the State by the institution under the Free Fees Schemes:

EXPLANATORY NOTE

(This note is not part of the Instrument and does not purport to be a legal interpretation.)

The purpose of this Scheme is to amend the Student Grant Scheme 2024 to provide for changes to the rate of the Student Contribution Element and the Postgraduate Fee Contribution and the inclusion of DABS/P-TECH NEIC bursary as (1) an income disregard to the scheme and (2) to the list of bursaries from public funds that a student can hold while also receiving grant funding.
