S.I. No. 61/2025 - Merchant Shipping (SOLAS V – Safe Manning and Watchkeeping) (Amendment) Regulations 2025

I, DARRAGH O’BRIEN, Minister for Transport, in exercise of the powers conferred on me by section 59 of the Merchant Shipping Act 2010 (No. 14 of 2010) and the Maritime Transport, Safety and Security (Transfer of Departmental Administration and Ministerial Functions) Order 2005 ( S.I. No. 842 of 2005 ) (as adapted by the Transport, Tourism and Sport (Alteration of Name of Department and Title of Minister) Order 2020 ( S.I. No. 351 of 2020 )), hereby make the following regulations:

1. These Regulations may be cited as the Merchant Shipping (SOLAS V – Safe Manning and Watchkeeping) (Amendment) Regulations 2025.

2. The Schedule to the Merchant Shipping (SOLAS V – Safe Manning and Watchkeeping) Regulations 2023 ( S.I. No. 314 of 2023 ) is amended:

(a) in the Place entry entitled Drogheda in column (1) by substituting for the entry in column (3) the following:

“In summer: In favourable weather only, within a radius of 2.6 nautical miles from the eastern tip of the north breakwater and terminating at the northern and southern foreshores respectively

In winter: In favourable weather only, within a radius of 1.3 nautical miles from the eastern tip of the north breakwater and terminating at the northern and southern foreshores respectively for vessels engaged in dredging operations only”,

and

(b) in the Place entry entitled Howth Sound in column (1) by substituting for the entry in column (3) the following:

“Within a line from the North end of Eastern Breakwater to Thulla and south of a line drawn westward from Steer Rock”.

These Regulations amend the Merchant Shipping (SOLAS V – Safe Manning and Watchkeeping) Regulations 2023 ( S.I. No. 314 of 2023 ) to clarify the location of partially smooth waters in Drogheda and Howth Sound.
