S.I. No. 587/2025 - European Union (Recognition of Professional Qualifications) (Amendment) (No.2) Regulations 2025

I, JAMES LAWLESS, Minister for Further and Higher Education, Research, Innovation and Science, in exercise of the powers conferred on me by section 3 of the European Communities Act 1972 (No. 27 of 1972) and for the purpose of giving further effect to Directive 2005/36/EC of the European Parliament and of the Council of 7 September 20051 , as amended by Commission Delegated Directive (EU) 2024/782 of the European Parliament and of the Council of 4 March 20242 and Commission Delegated Directive (EU) 2025/1223 of 10 April 20253 , hereby make the following regulations:

1. These Regulations may be cited as the European Union (Recognition of Professional Qualifications) (Amendment) (No.2) Regulations 2025.

2. In these Regulations, “Principal Regulations” means the European Union (Recognition of Professional Qualifications) Regulations 2017 ( S.I. No. 8 of 2017 ).

3. The Principal Regulations and these Regulations may be cited together as European Union (Recognition of Professional Qualifications) Regulations 2017 to 2025.

4. Regulation 3(1) of the Principal Regulations is amended by the substitution of the following definition for the definition of “Directive”: “Directive 2005/36/EC of the European Parliament and of the Council of 7 September 20054 as amended by Commission Delegated Decision (EU) 2016/790 of 13 January 20165 , Commission Delegated Decision (EU) 2017/2113 of 11 September 20176 , Commission Delegated Decision (EU) 2019/608 of 16 January 20197 , Commission Delegated Decision (EU) 2020/548 of 23 January 20208 , Commission Delegated Decision (EU) 2021/2183 of 25 August 20219 , Commission Delegated Decision (EU) 2023/2383 of 23 May 202310 , Directive (EU) 2024/505 of the European Parliament and of the Council of 7 February 202411 , Commission Delegated Directive (EU) 2024/782 of 4 March 202412 , Commission Delegated Directive (EU) 2024/1395 of 5 March 202413 , and Commission Delegated Directive (EU) 2025/1223 of 10 April 202514 ” for “and Commission Delegated Decision (EU) 2016/790 of 13 January 201615 ”.

5. The Principal Regulations are amended by the substitution of Schedules 1,2 and 3 for the Schedules as laid out in the Schedule to these Regulations.

(This note is not part of the Instrument and does not purport to be a legal interpretation.)

These Regulations give effect to Commission Delegated Directive (EU) 2024/782 of the European Parliament and of the Council of 4 March 2024, amending Directive 2005/36/EC of the European Parliament and of the Council as regards the minimum training requirements for the professions of nurse responsible for general care, dental practitioner and pharmacist and Commission Delegated Directive (EU) 2025/1223 of 10 April 2025 as regards the minimum training requirements for the profession of veterinary surgeon.

Schedules 1,2 & 3 of The Principal Regulations are also amended.
