Master may report decision pending inquiry.

39. The master shall be at liberty to report specially to the Lord Chancellor intrusted as aforesaid any decision at which he may arrive, or any other matter relating to any inquiry or proposal pending before or under consideration by him, in order to obtain a decision or direction by or from him for his guidance in the further prosecution of the inquiry or consideration of the proposal.
