DUBLIN TRAFFIC BYE-LAWS, 1937. | |||||||||||||||||||||||||||||||||||||||||||||||
WHEREAS it is enacted by sub-section (1) of section 149 of the Road Traffic Act, 1933 (No. 11 of 1933), that the Commissioner of the Gárda Síochána may, with the consent of the Minister for Local Government and Public Health and after consultation with the local authority concerned, make in respect of any specified area bye-laws for all or any of the purposes mentioned in that sub-section : | |||||||||||||||||||||||||||||||||||||||||||||||
AND WHEREAS the Commissioner of the Gárda Síochána has, before making the bye-laws hereinafter set forth, consulted the Right Honorable the Lord Mayor, Aldermen, and Burgesses of Dublin, the Council of the County of Dublin, and the Corporation of Dun Laoghaire in regard thereto : | |||||||||||||||||||||||||||||||||||||||||||||||
NOW, I, Eamon Broy, Commissioner of the Gárda Síochána, in exercise of the powers conferred on me by sub-section (1) of section 149 of the Road Traffic Act, 1933 (No. 11 of 1933), and of every and any other power me in this behalf enabling, hereby, with the consent of the Minister for Local Government and Public Health testified by his official seal affixed hereto, make the following bye-laws in respect of the Dublin Metropolitan Area, that is to say :— | |||||||||||||||||||||||||||||||||||||||||||||||
1 Short title | 1. These bye-laws may be cited as the Dublin Traffic Bye-laws, 1937. | ||||||||||||||||||||||||||||||||||||||||||||||
2 Interpretation | 2. The Interpretation Act, 1923 (No. 46 of 1923), applies to the interpretation of these bye-laws in like manner as it applies to the interpretation of an Act of the Oireachtas. | ||||||||||||||||||||||||||||||||||||||||||||||
3 Definitions | 3. (1) In these bye-laws— | ||||||||||||||||||||||||||||||||||||||||||||||
the expression " the Act " means the Road Traffic Act, 1933 (No. 11 of 1933) ; | |||||||||||||||||||||||||||||||||||||||||||||||
the word " driving " when used in relation to a vehicle includes managing and controlling, and the word " driver " and other cognate words shall be construed accordingly ; | |||||||||||||||||||||||||||||||||||||||||||||||
the word " vehicle " has the same meaning as it has in the Act, save that it does not include a tramcar or other vehicle running on permanent rails ; | |||||||||||||||||||||||||||||||||||||||||||||||
the word " traffic " includes vehicles and animals (other than dogs and cats) of every description and tramcars but does not include pedestrians ; | |||||||||||||||||||||||||||||||||||||||||||||||
the word " street " has the same meaning as the word " road " has in the Act ; | |||||||||||||||||||||||||||||||||||||||||||||||
the word " cattle " includes oxen, bulls, bullocks, cows, and heifers ; | |||||||||||||||||||||||||||||||||||||||||||||||
the word " sheep " includes rams, ewes, and lambs ; | |||||||||||||||||||||||||||||||||||||||||||||||
the word " swine " includes boars, sows and pigs of any age. | |||||||||||||||||||||||||||||||||||||||||||||||
(2) Every mention in these bye-laws of the name of any street or bridge shall be construed as referring to the street or bridge (as the case may be) in the Dublin Metropolitan Area which is known (whether by official naming or by popular usage) by that name. | |||||||||||||||||||||||||||||||||||||||||||||||
(3) Every expression and word used in these bye-laws to which a particular meaning is given by section 3 of the act shall, save as is otherwise provided by the first paragraph of this bye-law, have in these bye-laws the meaning given to it by the said section 3. | |||||||||||||||||||||||||||||||||||||||||||||||
4 Restricted streets | 4. The several streets mentioned in the First Schedule to these bye-laws shall be restricted streets for the purposes of these bye-laws, and the expression " restricted street " shall, in these bye-laws, be construed accordingly. | ||||||||||||||||||||||||||||||||||||||||||||||
5 Crossing-places for pedestrians | 5. Wherever a crossing-place for pedestrians over a roadway in the Dublin Metropolitan Area is indicated by means of signs or marks placed upon the surface of such roadway by the Council charged with the maintenance of such roadway, no pedestrian shall cross such roadway outside and within fifty feet from the crossing-place so indicated. | ||||||||||||||||||||||||||||||||||||||||||||||
6 Regulation of traffic at O'Connell Bridge | 6. (1) Every person who drives a vehicle across O'Connell Bridge or along any of the streets leading to O'Connell Bridge shall so drive such vehicle that such vehicle complies in all respects with so much of this bye-law as is applicable to such vehicle, and if such person fails so to drive such vehicle or drives such vehicle in such manner that such vehicle contravenes this bye-law, such person shall be deemed to have contravened this bye-law and to have done an act which is for the purposes of sub-section (2) of section 149 of the Road Traffic Act, 1933 , a contravention of a regulation made under that section. | ||||||||||||||||||||||||||||||||||||||||||||||
(2) The roadway carried by O'Connell Bridge shall, for the purpose of the regulation of the traffic crossing the said bridge, be deemed to be two separate streets or thoroughfares, that is to say :— | |||||||||||||||||||||||||||||||||||||||||||||||
(a) the Eastern Thoroughfare, which shall consist of the portion of the said roadway lying between the central island or footway and the footway on the eastern side of the said Bridge, and | |||||||||||||||||||||||||||||||||||||||||||||||
(b) the Western Thoroughfare, which shall consist of the portion of the said roadway lying between the central island or footway and the footway on the western side of the said Bridge. | |||||||||||||||||||||||||||||||||||||||||||||||
(3) The Eastern Thoroughfare shall be a two-way street and vehicles using it may proceed in either a northerly or a southerly direction. | |||||||||||||||||||||||||||||||||||||||||||||||
(4) The Western Thoroughfare shall be a one-way street and vehicles using it shall proceed only in a northerly direction. | |||||||||||||||||||||||||||||||||||||||||||||||
(5) Vehicles proceeding westwards along Burgh Quay to the junction with D'Olier Street and O'Connell Bridge shall, on reaching that junction, adopt one of the following courses, that is to say :— | |||||||||||||||||||||||||||||||||||||||||||||||
(a) turn to the left into D'Olier Street, keeping as close as practicable to the footway on the left, or | |||||||||||||||||||||||||||||||||||||||||||||||
(b) proceed across D'Olier Street and turn to the left into Westmoreland Street, passing close to but on the north side of the pedestrian refuge at the southern end of O'Connell Bridge, or | |||||||||||||||||||||||||||||||||||||||||||||||
(c) proceed across D'Olier Street and Westmoreland Street into Aston Quay, passing close to, but on the north side of, the said pedestrian refuge at the southern end of O'Connell Bridge, or | |||||||||||||||||||||||||||||||||||||||||||||||
(d) turn to the right into the Western Thoroughfare. | |||||||||||||||||||||||||||||||||||||||||||||||
(6) Vehicles proceeding northwards along D'Olier Street to the junction with Burgh Quay and Westmoreland Street shall not turn to the right from D'Olier Street into Burgh Quay, but shall, on reaching the said junction, adopt one of the following courses, that is to say :— | |||||||||||||||||||||||||||||||||||||||||||||||
(a) turn sharp to the left into Westmoreland Street, keeping as close as practicable to the footway on the left, or | |||||||||||||||||||||||||||||||||||||||||||||||
(b) turn to the left across Westmoreland Street and proceed into Aston Quay, passing close to, but on the north side of, the pedestrian refuge at the southern end of O'Connell Bridge, or | |||||||||||||||||||||||||||||||||||||||||||||||
(c) proceed straight forwards into the Eastern Thoroughfare and proceed along the west side of that Thoroughfare. | |||||||||||||||||||||||||||||||||||||||||||||||
(7) Vehicles proceeding northwards along Westmoreland Street to the junction with D'Olier Street and Aston Quay shall not turn to the right at the said junction, but shall, on reaching the said junction, adopt one of the following courses, that is to say :— | |||||||||||||||||||||||||||||||||||||||||||||||
(a) turn to the left into Aston Quay, or | |||||||||||||||||||||||||||||||||||||||||||||||
(b) proceed straight forwards into the Western Thoroughfare. | |||||||||||||||||||||||||||||||||||||||||||||||
(8) Vehicles proceeding eastwards along Aston Quay to the junction with Westmoreland Street and O'Connell Bridge shall not, after crossing Westmoreland Street, turn to the right into D'Olier Street, but shall, on reaching the said junction, adopt one of the following courses, that is to say :— | |||||||||||||||||||||||||||||||||||||||||||||||
(a) turn to the left into the Western Thoroughfare, or | |||||||||||||||||||||||||||||||||||||||||||||||
(b) proceed straight forwards across Westmoreland Street and D'Olier Street into Burgh Quay, passing close to the southern end of the central island on O'Connell Bridge, or | |||||||||||||||||||||||||||||||||||||||||||||||
(c) turn to the right into Westmoreland Street. | |||||||||||||||||||||||||||||||||||||||||||||||
(9) Vehicles proceeding eastwards along Bachelor's Walk to the junction with Lower O'Connell Street and O'Connell Bridge shall not turn to the right into the Western Thoroughfare, but shall, on reaching the said junction, adopt one of the following courses, that is to say :— | |||||||||||||||||||||||||||||||||||||||||||||||
(a) turn to the left into Lower O'Connell Street, or | |||||||||||||||||||||||||||||||||||||||||||||||
(b) proceed across Lower O'Connell Street into Eden Quay, passing close to and on the south side of the O'Connell Monument, or | |||||||||||||||||||||||||||||||||||||||||||||||
(c) proceed straight forwards to the junction with the Eastern Thoroughfare and then turn to the right into that Thoroughfare. | |||||||||||||||||||||||||||||||||||||||||||||||
(10) Vehicles proceeding southwards along Lower O'Connell Street to the junction with Eden Quay and Bachelor's Walk shall approach the said junction by the left side of Lower O'Connell Street, passing between the O'Connell Monument and the left side of the said Street and shall, on reaching the said junction, adopt one of the following courses, that is to say :— | |||||||||||||||||||||||||||||||||||||||||||||||
(a) turn to the left into Eden Quay, or | |||||||||||||||||||||||||||||||||||||||||||||||
(b) proceed straight forwards into the Eastern Thoroughfare, or | |||||||||||||||||||||||||||||||||||||||||||||||
(c) turn to the right into Bachelor's Walk, passing close to but on the south side of the central lamp standard opposite the south side of the O'Connell Monument. | |||||||||||||||||||||||||||||||||||||||||||||||
(11) Vehicles proceeding westwards along Eden Quay to the junction with Lower O'Connell Street and O'Connell Bridge shall not turn into the Western Thoroughfare but shall, on reaching the said junction, adopt one of the following courses, that is to say :— | |||||||||||||||||||||||||||||||||||||||||||||||
(a) turn to the left into the Eastern Thoroughfare, or | |||||||||||||||||||||||||||||||||||||||||||||||
(b) proceed straight forwards into Bachelor's Walk, passing to the south of the central lamp standard opposite the south side of the O'Connell Monument, or | |||||||||||||||||||||||||||||||||||||||||||||||
(c) proceed straight forwards past the O'Connell Monument (keeping to the south of the said central lamp standard) and then turn to the right into the west side of Lower O'Connell Street. | |||||||||||||||||||||||||||||||||||||||||||||||
(12) Every vehicle passing through the Eastern Thoroughfare from north to south shall, while in that Thoroughfare :— | |||||||||||||||||||||||||||||||||||||||||||||||
(a) if proceeding into either Burgh Quay or D'Olier Street, keep as close as practicable to the eastern footway, and | |||||||||||||||||||||||||||||||||||||||||||||||
(b) if proceeding into either Westmoreland Street or Aston Quay, keep at such distance from the eastern footway as is sufficient, but not more than sufficient, to leave room for the passage of vehicles proceeding to Burgh Quay or D'Olier Street. | |||||||||||||||||||||||||||||||||||||||||||||||
(13) Every vehicle passing through the Eastern Thoroughfare from north to south shall, on reaching the southern end of that Thoroughfare, adopt one of the following courses, that is to say :— | |||||||||||||||||||||||||||||||||||||||||||||||
(a) turn to the left into Burgh Quay, keeping as close as practicable to the footway on the left, or | |||||||||||||||||||||||||||||||||||||||||||||||
(b) proceed straight forwards into D'Olier Street, or | |||||||||||||||||||||||||||||||||||||||||||||||
(c) proceed into Westmoreland Street, passing between the central tramway standard and the pedestrian refuge at the southern end of O'Connell Bridge, or | |||||||||||||||||||||||||||||||||||||||||||||||
(d) turn to the right across Westmoreland Street into Aston Quay, passing between the central tramway standard and the said pedestrian refuge. | |||||||||||||||||||||||||||||||||||||||||||||||
(14) Every vehicle passing through the Eastern Thoroughfare from south to north shall, while in that Thoroughfare,— | |||||||||||||||||||||||||||||||||||||||||||||||
(a) if proceeding to Bachelor's Walk or Lower O'Connell Street, keep as close as practicable to the central island or footway, and | |||||||||||||||||||||||||||||||||||||||||||||||
(b) if proceeding to Eden Quay, keep at such distance from the central island or footway as is sufficient, but not more than sufficient, to leave room for the passage of vehicles proceeding to Bachelor's Walk or Lower O'Connell Street. | |||||||||||||||||||||||||||||||||||||||||||||||
(15) Every vehicle passing through the Eastern Thoroughfare from south to north shall, on reaching the northern end of that Thoroughfare, adopt one of the following courses, that is to say :— | |||||||||||||||||||||||||||||||||||||||||||||||
(a) turn to the left and proceed across the Western Thoroughfare into Bachelor's Walk, passing as close as practicable to the northern end of the central island or footway, or | |||||||||||||||||||||||||||||||||||||||||||||||
(b) proceed into Lower O'Connell Street passing between the northern end of the central island or footway and the central lamp standard opposite the south side of the O'Connell Monument and then on the west side of that Monument, or | |||||||||||||||||||||||||||||||||||||||||||||||
(c) turn to the right into Eden Quay. | |||||||||||||||||||||||||||||||||||||||||||||||
(16) Vehicles passing through the Western Thoroughfare shall not turn to the right on reaching the northern end of that Thoroughfare, but shall adopt one of the following courses, that is to say :— | |||||||||||||||||||||||||||||||||||||||||||||||
(a) turn to the left into Bachelor's Walk, or | |||||||||||||||||||||||||||||||||||||||||||||||
(b) proceed straight forwards into Lower O'Connell Street. | |||||||||||||||||||||||||||||||||||||||||||||||
7 Regulation of traffic at Nelson's Pillar | 7. Every person who drives a vehicle along North Earl Street in a westerly direction to the junction of that Street with Upper and Lower O'Connell Streets— | ||||||||||||||||||||||||||||||||||||||||||||||
(a) shall, on reaching the said junction, turn such vehicle to the left into the east side of Lower O'Connell Street and proceed along that side of that Street, and | |||||||||||||||||||||||||||||||||||||||||||||||
(b) if desirous of proceeding either to Princes Street, North, or to Henry Street, or to Upper O'Connell Street, shall drive such vehicle along the east side of Lower O'Connell Street to the junction with Lower Abbey Street and there turn such vehicle to the right into the west side of Lower O'Connell Street. | |||||||||||||||||||||||||||||||||||||||||||||||
8 Certain prohibitions in relation to restricted streets | 8. (1) No person shall, between the hours of 12 noon and 6.30 p.m. on any day, do any of the following things, that is to say :— | ||||||||||||||||||||||||||||||||||||||||||||||
(a) drive, lead, or conduct into or along any restricted street any horse-drawn vehicle wholly or partly ladenwith merchandise of any of the following descriptions, viz. : coal, flour, wine in casks, spirits in casks, beer, porter, or stout in casks, steel, iron, timber, and furniture or with any other heavy merchandise, except for the purpose of the transport of the whole or a part of the merchandise with which such vehicle is laden to or from premises situate in such street or only accessible by means of such street ; | |||||||||||||||||||||||||||||||||||||||||||||||
(b) drive, lead, or conduct into or along any restricted street any unladen horse-drawn vehicle of a kind which is ordinarily used for the conveyance of any such merchandise as is mentioned in the next preceding paragraph of this bye-law, except for the purpose of going to or returning from premises situate in such street or only accessible by means of such street to undertake or after completing the transport of any such merchandise from or to such premises ; | |||||||||||||||||||||||||||||||||||||||||||||||
(c) drive into or along any restricted street any mechanically propelled vehicle (whether laden or unladen) which exceeds two tons in weight unladen and is designed and constructed for the carriage of merchandise, except for the purpose of the transport of the whole or a part of the merchandise with which such vehicle is laden to or from premises situate in such street or only accessible by means of such street or the going to or returning from such premises to undertake or after completing such transport ; | |||||||||||||||||||||||||||||||||||||||||||||||
(d) drive, lead, or conduct into or along any restricted street, without the written permission of the Commissioner, any vehicle laden with any article which projects more than eight feet six inches beyond the rear of such vehicle or more than one foot beyond either side or both sides of such vehicle ; | |||||||||||||||||||||||||||||||||||||||||||||||
(e) bring or convey (whether on a vehicle or in any other manner) into or along any restricted street, without the written permission of the Commissioner, any article whatsoever which exceeds thirty-five feet in length or eight feet six inches in width : | |||||||||||||||||||||||||||||||||||||||||||||||
(f) carry or transport any coal along or across the footway in any restricted street into or from any premises (whether situate or not situate in such street) ordeliver any coal through an opening in any such footway or deposit any coal on any such footway ; | |||||||||||||||||||||||||||||||||||||||||||||||
(g) lift or lower, without the written permission of the Commissioner, any articles or goods by means of any crane, derrick, rope, chain, tackle, or other machinery across or over the footway in any restricted street ; | |||||||||||||||||||||||||||||||||||||||||||||||
(h) lead, drive, or otherwise conduct (except by carriage in a vehicle) any cattle, sheep, or swine into or along any restricted street. | |||||||||||||||||||||||||||||||||||||||||||||||
(2) Nothing in this bye-law shall apply to anything done in a restricted street in the course or for the purpose of— | |||||||||||||||||||||||||||||||||||||||||||||||
(a) repairing such restricted street or a street only accessible by means of such restricted street, or | |||||||||||||||||||||||||||||||||||||||||||||||
(b) laying, re-laying, repairing, or removing a sewer or a drain or a water or gas main or pipe or a telephone, telegraph, or electricity main or wire in such restricted street or a street only accessible by means of such restricted street. | |||||||||||||||||||||||||||||||||||||||||||||||
9 Prohibition of offensive loads in certain streets | 9. No person shall drive, lead, or conduct any vehicle wholly or partly laden with untanned hides, ordure, dung, or manure (other than artificial chemical manure) into or along any of the streets mentioned in the Second Schedule to these bye-laws between the hours of 10 a.m. and 7 p.m. on any day, except for the purpose of transporting the whole or a part of the untanned hides, ordure, dung, or manure (as the case may be) with which such vehicle is laden to or from premises situate in such street or only accessible by means of such street. | ||||||||||||||||||||||||||||||||||||||||||||||
10 One-way streets | 10. (1) Every of the streets or portions of a street mentioned in the first column of the Third Schedule to these bye-laws shall be a one-way street during the period or times mentioned in the third column of the said Schedule opposite the mention of such street or portion of a street in the said first column. | ||||||||||||||||||||||||||||||||||||||||||||||
(2) No person shall drive, lead, or conduct any vehicle along or through any street or portion of a street mentioned in the first column of the Third Schedule to these bye-laws during any period or time for or at which it is a one-way street in any direction other than the direction mentioned in the second column of the said Third Schedule opposite the mention of such street or portion of a street in the said first column. | |||||||||||||||||||||||||||||||||||||||||||||||
11 Prohibition of advertisements which cause obstruction | 11. (1) No person shall, by doing any of the following things in a street within the Dublin Metropolitan Area, cause an obstruction of the roadway or the footway of such street or do, in any such street, any such thing in such manner or circumstances as to cause an obstruction of the roadway or the footway of such street, that is to say :— | ||||||||||||||||||||||||||||||||||||||||||||||
(a) carry by way of advertisement any picture, print, board, placard, or notice ; | |||||||||||||||||||||||||||||||||||||||||||||||
(b) drive, lead, draw, propel, or otherwise conduct any vehicle or animal having displayed thereon by way of advertisement any picture, print, board, placard, or notice ; | |||||||||||||||||||||||||||||||||||||||||||||||
(c) distribute by way of advertisement any picture, print, notice, or other document ; | |||||||||||||||||||||||||||||||||||||||||||||||
(d) erect or place on the surface of any such street by way of advertisement any picture, print, board, placard, or notice. | |||||||||||||||||||||||||||||||||||||||||||||||
(2) Whenever a member of the Gárda Síochána observes any person doing, in any street within the Dublin Metropolitan Area, any thing mentioned in a sub-paragraph of the foregoing paragraph of this bye-law, such member may, if he is of opinion that the doing of such thing by such person is a contravention of the said foregoing paragraph, require such person to cease from doing such thing. | |||||||||||||||||||||||||||||||||||||||||||||||
(3) Every person who is required by a member of the Gárda Síochána under the next preceding paragraph of this bye-law to cease from doing any particular thing shall forthwith cease from doing such thing and remove and take away every picture, print board, placard, or notice in relation to which such thing is done. | |||||||||||||||||||||||||||||||||||||||||||||||
12 General restrictions on the carriage of advertisements | 12. No person on foot shall, in any street within the Dublin Metropolitan Area, do any of the following things, that is to say :— | ||||||||||||||||||||||||||||||||||||||||||||||
(a) carry, by way of advertisement, any picture, print, board, placard, or notice on any footway, or | |||||||||||||||||||||||||||||||||||||||||||||||
(b) carry, by way of advertisement, any picture, print, board, placard, or notice which exceeds four feet in length or three feet in width, or | |||||||||||||||||||||||||||||||||||||||||||||||
(c) drive, lead, draw, propel, or otherwise conduct any vehicle having thereon, by way of advertisement, any picture, print, board, placard, or notice which exceeds six feet in length or four feet six inches in width or of which the highest point is more than four feet above the level of the axle of the wheel or wheels or the largest of the wheels of such vehicle. | |||||||||||||||||||||||||||||||||||||||||||||||
13 Restrictions on the carriage of advertisements in restricted streets | 13. (1) The following provisions shall apply to the carriage in restricted streets of pictures, prints, boards, placards, or notices by way of advertisement by persons standing or walking in a group, procession, or party, that is to say :— | ||||||||||||||||||||||||||||||||||||||||||||||
(a) the number of such persons in any such group, procession, or party shall not exceed six; | |||||||||||||||||||||||||||||||||||||||||||||||
(b) no such group, procession, or party shall be less than one hundred feet from any other such group, procession, or party, such distance being measured from the member of each group, procession, or party who is nearest to the other group, procession, or party. | |||||||||||||||||||||||||||||||||||||||||||||||
(2) Whenever any provision of the foregoing paragraph of this bye-law is infringed, every member of the group, procession, or party or of either of the groups, processions, or parties shall be deemed to have contravened this bye-law. | |||||||||||||||||||||||||||||||||||||||||||||||
14 Minimum numbers of drovers in charge of animals in streets | 14. (1) It shall not be lawful to drive, lead, or otherwise conduct (except by carriage in a vehicle) in or along any street in the Dublin Metropolitan Area any number of cattle unless such cattle are in the charge of and accompanied by at least the number of drovers stated in the second column of the following Table opposite the mention of the number of such cattle in the first column of the said Table, that is to say :— | ||||||||||||||||||||||||||||||||||||||||||||||

(4) In this bye-law the word " drover " means a male person not less than eighteen years of age, and for the purposes of this bye-law a drove of animals consisting partly of cattle and partly of sheep shall be deemed to be a drove of cattle and, when reckoning for the said purposes the number of cattle in such drove the sheep therein shall be reckoned as cattle. | |||||||||||||||||||||||||||||||||||||||||||||||
15 Restrictions on size of droves of animals in streets | 15. It shall not be lawful to drive, lead, or otherwise conduct in or along any street in the Dublin Metropolitan Area— | ||||||||||||||||||||||||||||||||||||||||||||||
(a) a herd of cattle which exceeds fifty in number, or | |||||||||||||||||||||||||||||||||||||||||||||||
(b) a flock of sheep which exceeds one hundred in number, or | |||||||||||||||||||||||||||||||||||||||||||||||
(c) a herd of swine which exceeds fifty in number, or | |||||||||||||||||||||||||||||||||||||||||||||||
(d) a drove of animals containing different kinds of animals which exceeds fifty in number. | |||||||||||||||||||||||||||||||||||||||||||||||
16 Method of controlling bulls led through streets | 16. No bull of the age of one year or upwards shall be driven, led, or otherwise conducted in or along any street in the Dublin Metropolitan Area unless such bull is in the charge of and accompanied by a male person of not less than eighteen years ofage and (except when such bull is being conveyed in a vehicle) such bull is controlled by such person by means of a staff or strong rope at least five feet in length which is held by such person and one end of which is securely and directly attached to a strong ring safely and properly fixed through the nose of such bull. | ||||||||||||||||||||||||||||||||||||||||||||||
17 Routes for animals going from the cattle markets to the quays | 17. (1) No person shall drive, lead, or otherwise conduct (except by carriage in a vehicle) any cattle, sheep, or swine between the hours of 5 a.m. and 11 p.m. on any day from the Dublin Cattle Markets or the district on the north side of the North Circular Road adjoining those Markets to any Quay on the north bank of the River Liffey to the eastward of the Custom House by or through any street in the Dublin Metropolitan Area except the following streets, that is to say :—the North Circular Road, Portland Row, Seville Place, Upper Sheriff Street, and the Quays on the said north bank to the eastward of the Custom House. | ||||||||||||||||||||||||||||||||||||||||||||||
(2) No person shall drive, lead, or otherwise conduct (except by carriage in a vehicle) any cattle, sheep, or swine between the hours of 5 a.m. and 11 p.m. on any day from the Dublin Cattle Markets or the district on the north side of the North Circular Road adjoining those Markets to any quay on the south bank of the River Liffey to the eastward of Butt Bridge by or through any street in the Dublin Metropolitan Area except the following streets, that is to say :—the North Circular Road, Portland Row, Killarney Street, Gloucester Diamond, Lower Gloucester Place, Corporation Street, Store Street, Beresford Place, Butt Bridge, and the Quays on the said south bank to the eastward of Butt Bridge. | |||||||||||||||||||||||||||||||||||||||||||||||
18 Deposit of goods in streets | 18. (1) No person shall deposit any goods in any street in the Dublin Metropolitan Area save in the case of fire, flood, accident, or other emergency or for the purpose of lawfully loading or unloading a vehicle or animal. | ||||||||||||||||||||||||||||||||||||||||||||||
(2) Whenever any person deposits any goods in a street in the Dublin Metropolitan Area because of fire, flood, accident, or other emergency, such person shall remove such goods or cause such goods to be removed from such street as soon as is practicable. | |||||||||||||||||||||||||||||||||||||||||||||||
(3) Whenever any person deposits any goods in a street in the Dublin Metropolitan Area for the purpose of lawfully loading or unloading a vehicle or animal, such person— | |||||||||||||||||||||||||||||||||||||||||||||||
(a) shall take all reasonable precautions to prevent such deposit causing obstruction or avoidable inconvenience to traffic or pedestrians using such street, and | |||||||||||||||||||||||||||||||||||||||||||||||
(b) shall not allow such goods to remain so deposited for longer than is necessary for the purpose of such loading or unloading (as the case may be), and | |||||||||||||||||||||||||||||||||||||||||||||||
(c) shall remove such goods from the said street as soon as may be practicable having regard to the exigencies of such loading or unloading, as the case may be. | |||||||||||||||||||||||||||||||||||||||||||||||
19 Restrictions on the washing of steps | 19. No person shall at any time, except between the hours of 1 a.m. and 9 a.m., wash any footway or any steps leading on to a footway or on to a roadway in the Dublin Metropolitan Area by means of water under pressure, whether delivered from a hose or otherwise. | ||||||||||||||||||||||||||||||||||||||||||||||
20 Obligation to form queues | 20. (1) Persons awaiting admission to a building or other place of public amusement or public resort shall arrange themselves in an orderly manner in a queue formed in accordance with this bye-law. | ||||||||||||||||||||||||||||||||||||||||||||||
(2) Where there are two or more entrances to any such building or other place, a separate queue shall be formed in respect of every such entrance, at which there are persons awaiting admission. | |||||||||||||||||||||||||||||||||||||||||||||||
(3) Every queue shall be formed in accordance with such general directions in relation to the formation of queues as shall be given by the superintendent of the Gárda Síochána within whose district such queue is formed and in accordance with such particular directions (not inconsistent with such general directions) as may be given by a member of the Gárda Síochána on duty at the place where such queue is formed or, where there is no such member, by an official of the building or other place for admission to which such queue is formed. | |||||||||||||||||||||||||||||||||||||||||||||||
(4) Every queue shall consist of either a single line of persons or of two, and not more than two, lines of persons, and shall, where a footway is available for the purpose, be formed on such footway on either the inner or the outer side thereof in such manner as not to occupy the entire width of such footway or wholly to obstruct the passage of pedestrians along such footway. | |||||||||||||||||||||||||||||||||||||||||||||||
(5) Every person seeking admission to a building or other place at an entrance in respect of which a queue is formed shall take his place at the rear of such queue unless he is expressly given some other place in such queue by a person in such queue who for that purpose vacates his place in such queue. | |||||||||||||||||||||||||||||||||||||||||||||||
(6) Every person in a queue shall move forwards in an orderly manner towards the entrance in respect of which such queue is formed as the persons in front of him in such queue gain admission at such entrance or move forwards towards such entrance or leave such queue otherwise than for the purpose of giving their places in such queue to other persons. | |||||||||||||||||||||||||||||||||||||||||||||||
(7) Whenever a queue is required by this bye-law to be formed in relation to admission to a building or other place, no person shall enter or attempt to enter such building or other place by an entrance in respect of which a queue is so formed save by means of such queue or unless or until he has arrived at such entrance by orderly progress in accordance with this bye-law through such queue. | |||||||||||||||||||||||||||||||||||||||||||||||
(8) Where, in any building or other place of public amusement or public resort, there is a general entrance through which persons are permitted to pass freely on their way to a particular entrance through which admission is only permitted on payment of money or on presentation or surrender of a ticket or similar article, the word " entrance " in this bye-law means, in relation to such building or other place, any such particular entrance to which such general entrance leads and does not mean or include such general entrance. | |||||||||||||||||||||||||||||||||||||||||||||||
