ROAD TRAFFIC (SPEED LIMITS) (COUNTY OF SLIGO) REGULATIONS, 1979.

The Minister for the Environment in exercise of the powers conferred on him by sections 5 and 45 of the Road Traffic Act, 1961 (No. 24 of 1961) and section 46 of the said Act as amended by the Road Traffic Act, 1968 (No. 25 of 1968) hereby makes the following Regulations:—

1 Citation.

1. These Regulations may be cited as the Road Traffic (Speed Limits) (County of Sligo) Regulations, 1979.

2 Commencement.

2. These Regulations shall come into operation on the 27th day of August, 1979.

3 Interpretation.

3. In these Regulations save where the context otherwise requires—

"the Act" means the Road Traffic Act, 1961 ;

"road" means a public road;

"special speed limit" and "built-up area speed limit" have the meanings respectively assigned to them in Part IV of the Act;

"distance" means distance as measured along the centre line of a road.

4 Built-up area speed limit.

4. (1) Each of the roads described in the First Schedule to these Regulations is hereby declared not to be a public road in a built-up area for the purposes of section 45 of the Act.

(2) Each of the roads described in the Second Schedule to these Regulations is hereby declared to be a public road in a built-up area for the purposes of section 45 of the Act.

5 Special speed limit.

5. Forty miles per hour shall be the speed limit for mechanically propelled vehicles in the roads specified in the Third Schedule to these Regulations.

6 Exceptions.

6. There shall be excepted from the special speed limit prescribed in article 5 of these Regulations and from the built-up area speed limit the following:—

( a ) ambulances,

( b ) fire brigade vehicles, and

( c ) vehicles used by members of the Garda Síochána in the performance of their duties as such members.

7 Revocations.

7. The Road Traffic (County of Sligo) (Speed Limits) Regulations, 1967 ( S.I. No. 172 of 1967 ) and the Road Traffic (County of Sligo) (Speed Limits) (Amendment) Regulations, 1969 ( S.I. No. 52 of 1969 ) are hereby revoked.

FIRST SCHEDULE.

Roads in the County of Sligo declared not to be public roads in a built-up area for the purposes of section 45 of the Act.

1. The following roads in the Borough of Sligo:—

( a ) The Hazelwood Road, The Short Walk, The Mental Hospital Road, The Mountshannon Road, The Rusheen Road, Caltragh Lane, The Cairns Road.

( b ) The Barroe Road between the Borough boundary and a point 141 metres north-east of its junction with Ash Lane.

( c ) The Ballytivnan or Bundoran Road for a distance of 240 metres from the Borough boundary.

( d ) Cartron Hill and its continuation as the Rosses Point Road between the Borough boundary and a point 550 metres south-east of the said boundary.

( e ) Finisklin Road between the Borough boundary and a point 64 metres south-west of its northernmost junction with the Quay Road.

( f ) The Oakfield Road for a distance of 668 metres from the Borough boundary.

( g ) The Newtownholmes Road between the Borough boundary and a point 91 metres south of its junction with Circular Road.

( h ) Pearse Road or Albert Road between the Borough boundary and a point 18 metres south of its junction with Pilkington Terrace Upper.

( i ) The Manorhamilton Road between the Borough boundary and a point 85 metres east of its junction with the Short Walk.

( j ) The Screens Road between the Borough boundary and a point 137 metres from its junction with the Strandhill Road.

SECOND SCHEDULE.

Roads in the County of Sligo declared to be public roads in a built-up area for the purposes of section 45 of the Act.

1. The following roads at Ballymote:—

( a ) The Fair Green Road, Lord Edward Street, O'Connell Street, Back Road, Marren Park, The Lane.

( b ) The Tobercurry Road for a distance of 150 metres from its junction with the Sligo Road.

( c ) The Sligo Road for a distance of 142 metres from its junction with the Tobercurry Road.

( d ) Teeling Street and its continuation as the Riverstown Road between the junction of Teeling Street with the Tobercurry Road and a point 393 metres north-east of its junction with Lord Edward Street.

( e ) Emmet Street and its continuation as Grafton Street and the Castlebaldwin Road for a distance of 330 metres from the junction of Emmet Street with Lord Edward Street.

( f ) The Boyle Road for a distance of 224 metres from its junction with Wolfe Tone Street.

( g ) Wolfe Tone Street for a distance of 100 metres from its junction with the Boyle Road.

( h ) The Gorteen Road for a distance of 192 metres from its junction with Wolfe Tone Street.

2. The following roads at Ballintogher :—

( a ) The Dromahair-Collooney road between a point 200 metres north-east of its junction with the Sligo Road and a point 285 metres south-west of the said junction.

( b ) The Sligo Road for a distance of 70 metres from its junction with the Dromahair-Collooney road.

( c ) The Barrack Road for a distance of 120 metres from its junction with the Dromahair-Collooney road.

3. The following roads at Ballysodare (Ballisodare):—

( a ) The Sligo-Dublin road between a point 285 metres north-west of its junction with the Station Road and a point 250 metres south-east of its junction with the Ballina Road.

( b ) The Ballina Road for a distance of 713 metres from its junction with the Sligo-Dublin road.

( c ) The Station Road for a distance of 64 metres from its junction with the Sligo-Dublin road.

4. The following roads at Bellahy:—

( a ) The Charlestown-Collooney road for a distance of 475 metres from the boundary between the counties of Sligo and Mayo.

( b ) The road joining the eastern side of the Charlestown-Collooney road at a point approximately 302 metres north of the boundary between the counties of Sligo and Mayo.

5. The following roads at Collooney:—

( a ) Old Street, Chapel Street.

( b ) The Northern Station Road for a distance of 55 metres from its junction with the Sligo-Dublin road.

( c ) Barrack Street for a distance of 73 metres from its junction with St. Mary's Green Road.

( d ) St. Mary's Green Road for a distance of 183 metres from its junction with the Tobercurry Road.

( e ) The Tobercurry Road for a distance of 55 metres from its junction with St. Mary's Green Road.

( f ) The Ballygawley Road for a distance of 250 metres from its junction with the Sligo-Dublin road.

6. The following roads at Gorteen:

( a ) The Tobercurry-Boyle road between a point 137 metres north-west of its junction with the Ballymote-Ballaghaderreen road and a point 137 metres south-east of its junction with the Drumrolla Road.

( b ) The Ballymote-Ballaghaderreen road between a point 137 metres north-east of its junction with the Tobercurry-Boyle road and a point 183 metres south-west of the said junction.

( c ) The Drumrolla Road for a distance of 46 metres from its junction with the Tobercurry-Boyle road.

7. The following roads at Grange:—

( a ) The Sligo-Bundoran road between a point 220 metres south-west of its junction with the Streedagh Road and a point 395 metres north-east of its junction with the Newtown Road.

( b ) The Rinroe Road for a distance of 46 metres from its junction with the Sligo-Bundoran road.

( c ) The Newtown Road for a distance of 91 metres from its junction with the Sligo-Bundoran road.

8. The following roads at Inishcrone (Enniscrone) :

( a ) The Cliff Road, The Pier Road, The Burma Road.

( b ) The Easky-Ballina road between a point 150 metres north-east of its junction with the Corbally Road and a point 165 metres south-west of its junction with the Muckduff Road.

( c ) The road leading north from Main Street to the car park at the Hollow.

9. The following roads at Riverstown:

( a ) The Rusheen-Heapstown road between a point 30 metres south-west of its junction with the Cuiltylough Road and a point 230 metres south-east of its junction with the Drumfin Road.

( b ) The Drumfin Road between its junction with the Rusheen- Heapstown road and a point 40 metres north-west of its junction with the Townagh Road.

( c ) The Townagh Road for a distance of 385 metres from its junction with the Drumfin Road.

( d ) The road leading north-west along the river to the sewerage works from the northern side of the Drumfin Road.

10. The following roads at Rosses Point:—

( a ) The Chapel Road, Greenland, Greenland Cottages Road, The Line, The Rosses Lane.

( b ) The Sligo Road between its terminations at Bomore Point and Deadman's Point and a point 625 metres west of its junction with the Ballyweelin Road.

11. The following road adjacent to the Borough of Sligo :—

The Strandhill Road between the boundary of the Borough of Sligo and a point 46 metres west of its junction with Gibraltar Road.

12. The following roads at Strandhill:—

( a ) Buenos Aires Drive, The Burma Road.

( b ) The Sligo-Culleenamore road between a point 15 metres west of its junction with the Larass Road and a point 455 metres south of its junction with Buenos Aires Drive.

13. The following roads at Tobercurry:—

( a ) The Circular Road, The Factory Road, The Carrowntober Road, The Square.

( b ) The Collooney-Charlestown road between a point 230 metres south-west of its junction with the Cloonacool Road and a point 195 metres south-west of its junction with the Ballina Road.

( c ) The Ballina Road for a distance of 475 metres from its junction with the Collooney-Charlestown road.

( d ) The Ballyara Road for a distance of 229 metres from its junction with the Collooney-Charlestown road.

( e ) The roads serving the Carrowntober Housing Scheme.

( f ) Emmet Street and its continuation as the Gorteen Road for a distance of 530 metres from the junction of Emmet Street with the Square.

( g ) The Mountain Road for a distance of 425 metres from its junction with the Collooney-Charlestown road.

( h ) The roads serving the Mountain Road Housing Scheme.

THIRD SCHEDULE

Roads in the County of Sligo in respect of which a special speed limit of 40 miles per hour is prescribed.

1. The following road at Ballynacarrow:

The Sligo-Galway road between a point 160 metres north-east of its junction with the Rathnarrow Road and a point 205 metres south-west of the said junction.

2. The following roads at Ballinafad:—

( a ) The Sligo-Dublin road between a point 145 metres south-east of its junction with the Bunnadubber Road and a point 30 metres north-west of its junction with the Gortalough Road.

( b ) The Gortalough Road for a distance of 75 metres from its junction with the Sligo-Dublin road.

( c ) The Bunnadubber Road for a distance of 120 metres from its junction with the Sligo-Dublin road.

3. The following roads at Castlebaldwin:—

( a ) The Sligo-Dublin road between a point 105 metres north-west of its junction with the Cleavry Road and a point 150 metres south-east of the said junction.

( b ) The Cleavry Road for a distance of 330 metres from its junction with the Sligo-Dublin road.

( c ) The Ballyrush Road for a distance of 40 metres from its junction with the Sligo-Dublin road.

4. The following roads at Cliffoney:—

( a ) The Sligo-Bundoran road between a point 146 metres south-west of its junction with the Mullaghmore Road and a point 293 metres north-east of the said junction.

( b ) The Mullaghmore Road for a distance of 46 metres from its junction with the Sligo-Bundoran road.

( c ) The Chapel Road for a distance of 46 metres from its junction with the Sligo-Bundoran road.

5. The following road at Collooney:

The Sligo-Dublin road between a point 135 metres south-east of its junction with the Coolaney Road and a point 15 metres south of its junction with St. Mary's Green Road.

6. The following roads at Curry:

( a ) The Charlestown-Collooney road between a point 115 metres south-west of its junction with the Botinny Road and a point 90 metres north-east of its junction with the Banada Road.

( b ) The Curraghbonaun or Mill Road for a distance of 55 metres from its junction with the Charlestown-Collooney road.

7. The following roads at Dromore West:—

( a ) The Sligo-Ballina road between a point 500 metres east of its junction with the Easkey Road and a point 500 metres west of the said junction.

( b ) The Easkey Road for a distance of 400 metres from its junction with the Sligo-Ballina road.

8. The following roads in and adjacent to the Borough of Sligo :—

( a ) Pearse Road or Albert Road between a point 18 metres south of its junction with Pilkington Terrace Upper and a point 46 metres north-east of the boundary of the Borough of Sligo.

( b ) The Cairns Road between the Borough boundary and a point 130 metres north-west of its junction with the Green Road.

( c ) The Cartron Hill-Rosses Point road between a point 550 metres south-east of the boundary of the Borough of Sligo and a point 625 metres west of its junction with the Ballyweelin Road.

( d ) The Barroe Road between a point 141 metres north-east of its junction with Ash Lane and a point 90 metres north-east of its junction with Mental Hospital Road.

9. The following road at Strandhill :—

The Strandhill-Sligo road between a point 46 metres west of its junction with the Gibraltar Road and a point 15 metres west of its junction with the Larass Road.

10. The following roads at Tobercurry:—

( a ) The Charlestown Road between a point 195 metres south-west of its junction with the Ballina Road and a point 91 metres north-east of its junction with Lover's Lane or the Golf Course Road.

( b ) The Gorteen Road between a point 530 metres from the junction of Emmet Street with the Square and a point 1035 metres from the said junction.

EXPLANATORY NOTE

These Regulations replace the Road Traffic (Speed Limits) (County of Sligo) Regulations, 1967 ( S.I. No. 172 of 1967 ) and the Road Traffic (Speed Limits) (County of Sligo) (Amendment) Regulations, 1969 ( S.I. No. 52 of 1969 ) and alter the speed limits applicable to certain roads in these areas.

The Regulations exclude the public roads mentioned in the First Schedule from the scope of the built-up area speed limit of 30 m.p.h. prescribed by section 45 of the Road Traffic Act, 1961 , thus enabling a special speed limit of 40 m.p.h. to be applied to some of these roads.

The Regulations declare that the roads mentioned in the Second Schedule which would otherwise be outside the scope of the built-up area speed limit of 30 m.p.h. shall be subject to that limit.

The Regulations prescribe a speed limit of 40 m.p.h. in respect of the public roads mentioned in the Third Schedule.

Ambulances, fire brigade vehicles and Garda Síochána vehicles while being used in the courses of duty are excepted from all speed limits by the Regulations.
