AN ACT TO PROVIDE FOR A NEW MANAGEMENT STRUCTURE TO ENHANCE THE MANAGEMENT, EFFECTIVENESS AND TRANSPARENCY OF OPERATIONS OF DEPARTMENTS OF STATE AND CERTAIN OTHER OFFICES OF THE PUBLIC SERVICE AND INCREASE THE ACCOUNTABILITY OF CIVIL SERVANTS WHILE PRESERVING THE DISCRETION OF THE GOVERNMENT IN RELATION TO THEIR RESPONSIBILITY TO DÁIL ÉIREANN, TO PROVIDE FOR THE ADMINISTRATION OF DEPARTMENTS OF STATE AND THE OFFICES AFORESAID, THE APPOINTMENT OF SPECIAL ADVISERS, THE ASSIGNMENT OF CROSS-DEPARTMENTAL FUNCTIONS AND THE CORPORATE STATUS OF CERTAIN PUBLIC OFFICES AND TO PROVIDE FOR RELATED MATTERS.
