5. The grant of an order of exemption under the said [1] twenty-sixth section amended as aforesaid may be made to any person licensed to sell beer or cyder by retail, to be consumed upon the premises, as well as to any licensed victaller or licensed keeper of a refreshment house.

The grant of a license under the twenty-ninth section of the principal Act may be made to any person licensed to sell beer or cyder by retail, to be consumed upon the premises, as well as to any licensed victualler or keeper of a refreshment house in which intoxicating liquors are sold.
