Register of meter to be evidence.

69. Where water is supplied by measure by any sanitary authority, the register of the meter or other instrument for measuring water shall be primâ facie evidence of the quantity of water consumed; and if the sanitary authority and the consumer differ with respect to the quantity consumed, the difference shall be determined, on the application of either party, by a court of summary jurisdiction, and such court may order by which of the parties the costs of the proceedings before them shall be paid, and its decision shall be final and binding.
