S.I. No. 394/2024 - Statistics (Global Value Chains) Order 2024


Notice of the making of this Statutory Instrument was published in

“Iris Oifigiúil” of 9th August, 2024.

I, SIMON HARRIS, Taoiseach, in exercise of the powers conferred on me by section 25 (1) of the Statistics Act 1993 (No. 21 of 1993), for the purpose of giving full effect to Article 6(2)(b) of Regulation (EU) 2019/2152 of the European Parliament and of the Council of 27 November 20191 as amended by Commission Delegated Regulation (EU) 2021/1704 of 14 July 20212 , hereby order as follows:

1. This Order may be cited as the Statistics (Global Value Chains) Order 2024.

2. In this Order –

“Regulation” means Regulation (EU) 2019/2152 of the European Parliament and of the Council of 27 November 2019as amended by Commission Delegated Regulation (EU) 2021/1704 of 14 July 20212 ;

“survey” means the Global Value Chains Survey that is conducted by the Central Statistics Office for the purposes of obtaining the information referred to in Article 4.

3. This Order applies to an undertaking that –

(a) engages 50 or more persons, and

(b) is classified for statistical purposes under section B, C, D, E, F, G, H, I, J, K, L, M, or N of NACE Rev. 2 set out in Annex I to Regulation (EC) No. 1893/2006 of the European Parliament and of the Council of 20 December 20063 , as amended by Regulation (EC) No. 295/2008 of the European Parliament and of the Council of 11 March 20084 , Regulation (EU) No. 70/2012 of the European Parliament and of the Council of 18 January 20125 and Regulation (EU) 2019/1243 of the European Parliament and of the Council of 20 June 20196 .

4. A requirement on undertakings to which this Order applies to provide, once only and for the purposes of the survey, information the general nature of which is specified –

(a) in subparagraphs (b) to (h) of paragraph (1) and paragraph (2) of the Schedule, in relation to each year in the period from 2021 to 2023, and

(b) in paragraph 1(a) of the Schedule, in relation to 2023, is hereby prescribed.

5. The Statistics (Global Value Chains Survey) Order 2021 ( S.I. No. 166 of 2021 ) is revoked.

SCHEDULE

Article 4

1. Information regarding the following, as it relates to the undertaking concerned:

(a) the number of persons engaged at the end of the year per business function;

(b) global value chain arrangements, including –

(i) the purchase of goods, materials and services from, and

(ii) the supply of goods, materials and services to, undertakings outside the State;

(c) international sourcing of business functions;

(d) jobs created as a result of international sourcing of business functions;

(e) jobs lost as a result of international sourcing of business functions;

(f) motivations for, and barriers to, international sourcing of business functions;

(g) events impacting global value chain arrangements.

2. Information on the time taken by the undertaking concerned to complete the questionnaire, form or other record prepared by the Director General for the collection of the information referred to in paragraph 1.
